A Non-Merit vacancy exists in the Bureau of Clinical Services, Division of Center Based Services, Department of Health and Human Services.
A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Under general supervision, plans, organizes, directs, and controls the School Based Services Division within the Bureau of Clinical Services at the Baltimore County Department of Health. Serves as medical director of school-based health centers and provides medical direction to the Baltimore County Public Schools Office of Health Services, oversees the Hearing and Vision Screening Program and the Private School Nurse Consultation Program.
Serves as the medical director for 13 school-based health centers. Great fit for Peds or Family Med trained physicians wanting to pursue public health, or a Preventive Medicine physician with some Peds experience or training.
Examples of Essential Duties
- Plans, directs, and evaluates public health programs and the provision of public health services and treatments. Supervises professional and support personnel including nurse practitioners, nursing assistants, and clerical staff.
- Plans, prepares, and administers operating and grant budgets. Directs the preparation of reports, correspondence, and records. Interprets and develops standards, procedures, and policies governing program operations.
- Provides advice and consultation to staff and other agencies regarding public health issues. Plans, develops, and administers in-house training programs.
- Examines and diagnoses patients, as needed. Formulates, prescribes, and administers medical treatments.
- Works closely with the Baltimore County Public School system to develop policies for school nurses and other school health services.
- Oversees hearing and vision screening program, which screens 40,000 elementary and middle school students per year.
- Supervises 2 public health nurses who provide school health consultations to non-public schools.
- May include 1 day/week of clinical time in the school-based health centers if desired.

Required Qualifications
Graduation from a medical school accredited by the Liaison Committee on Medical Education with the degree of Doctor of Medicine.
OR
Possession of a valid license to practice medicine in the State of Maryland, issued by the Maryland Board of Physicians.
Knowledge, Skills, and Abilities (Entry Level)
- Comprehensive knowledge of the principles, practices, procedures, and methods of medicine.
- Comprehensive knowledge of the diagnosis and treatment of diseases and illnesses related to reproductive and sexual health.
- Comprehensive knowledge of the tools, instruments, and equipment used in the practice of medicine.
- Comprehensive knowledge of current health programs, evidence-based practices, methods, and trends.
- Skill in the examination, diagnosis, and treatment of patients.
- Skill in completing medical documentation in electronic medical record systems, corresponding with other providers and support staff, and providing evidence-based, compassionate, and patient-centered care.
- Ability to learn and follow County and departmental rules, regulations, policies, and procedures.
- Ability to establish and maintain effective working relationships with clients, staff, and other health care providers.
- Ability to lead and coordinate the work of others.
Licenses and Certificates
Possession of a valid license to practice medicine in the State of Maryland issued by the Maryland Board of Physicians is required at the time of appointment.
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license may be required for some positions at the time of appointment.
Board certification in Family Medicine, Internal Medicine, or Obstetrics and Gynecology is preferred.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification includes the performance of physical activities such as walking and standing and the operation of medical equipment and instruments. Duties may expose incumbents to various bio-medical hazards.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
