Department Overview Our care traffic control center (CTCC) is at the heart of the Children’s Minnesota organization overseeing the operations of each hospital dispersed between three campuses. Our staff includes dedicated hospital nursing supervisors and staffing office personnel who work closely together as we continuously monitor each hospital’s unit activity and staffing needs while maintaining the organizational core value of putting “kids first.” The CTCC department provides a distinctive opportunity for team members to lead through collaboration with each unit in prioritizing patient flow, triaging operational issues or clinical staffing areas of concern, and organizing overall daily staffing resources within one of the largest pediatric health systems in the United States. Position Summary The Manager - Care Traffic Control and Access (CTCC) has the overall responsibility for aligning daily staffing resources with patient requirements for patient care units on the St Paul and Mpls hospital campuses in partnership with patient care units. Working with the Resource Management Coordinators (RMCs), Schedule Management Coordinators (SMCs), and Hospital Nursing Supervisors (HNSs), this individual supports the senior clinical directors, patient care managers (PCMs), and patient care supervisors (PCSs) of patient care units in planning, monitoring, and addressing daily staffing concerns and in identifying opportunities for future adjustments at the unit level. This individual supports and directs the SMCs in their responsibilities associated with developing, adjusting, and posting schedules which meet the needs of the patient care areas for which they are assigned. The manager is responsible for assuring the development and use of standard tools and processes to support schedule build and management, time card reconciliations, and tracking staffing trends.
The individual ensures a rigorous system to track and report data for use by the organization and units to plan and address staffing related concerns, make informed decisions regarding positions, budget, and operations, and monitor patient placement/bed utilization patterns. This individual supports and directs the HNSs who provide 24/7 support to both campuses for patient placement, crisis management, operational problem solving, patient and family support, leadership development, and shift planning and execution.
The manager of the CTCC reports directly to the Sr. Director of Care Continuum and Informatics. S/he works with PCMs to align the work of the SMCs and meet unit expectations.
Minimum Requirements
- MN Registered Nurse license
- Bachelor's Degree in Nursing. Master's degree in health care or business preferred.
- Progressive management/leadership experience in the 24/7 clinical arena.
- Supervision of staff in a contract labor setting.
- Scheduling of contract and non-contract staff in a 24/7 hospital setting.
- Utilization of HR, scheduling, and payroll applications (e.g., Kronos, PeopleSoft).
- Utilization of electronic health record systems (e.g., Cerner). Experience with electronic bedboard, surgery scheduling, and reporting tools a plus.
- Data management and presentation to support the monitoring of trends and quality.
