Highly responsible professional technical work to assist the Utilities Engineering and Contract Management leadership team in complex, high dollar, multi-disciplinary project delivery. The Principal Engineer shall act as technical expert for the Utilities Engineering and Contract Management Department. This position will perform highly complex and specialized utilities system engineering evaluations across the Department's operating sections, and studies necessary to support the Utilities Capital Improvement Plan. Duties will include leading, scoping, coordinating, managing, and reviewing the work of consulting engineers engaged by the Department to perform system evaluations, program implementation, facility design, construction administration as well as other duties assigned by the Utilities Engineering Director as needed.
Under broad guidance from the Utilities Engineering and Contract Management Director, the Principal Engineer is responsible for managing and overseeing assigned projects including scope development, consultant selection, construction, administration, commissioning, and warranty phases. Performs troubleshooting and technical evaluations and serves as a resource for the resolution of problems. Performs routine and special assignments including the evaluation and preparation studies, reports, workflow processes, etc. Represents the Department on matters related to public inquiries, contracts, construction, regulatory coordination, zoning entitlements, and capital projects planning. Responsible for providing general engineering support and acting as subject matter expert for highly complex projects such as contaminant abatement, lead service line elimination, and emerging regulations related to water and wastewater treatment and compliance. Responsible for development and tracking of the utilities capital improvement program. Interacts and coordinates with state regulatory agencies and other County departments as required. Function as the main point person for keeping up with new/proposed regulations and new technologies in the water and wastewater industry. Performs other duties as required.
- Knowledge of the principles and practices of civil/environmental engineering.
- Skilled in negotiations, policy implementation, project management and the handling of detailed situations.
- Strong public speaking skills and the ability to establish and maintain effective working relations with consultants, the public, employees, and government officials.
- Ability to read and interpret complex engineering reports, regulatory permits, construction plans, specifications, and contracts.
- Knowledge of modern developments, accepted practices, current literature, and sources of information in civil/environmental engineering and applicable laws and rules.
- Working knowledge of capital projects management.
- Ability to plan and direct the work of consultants, engineers, contractors, technicians, and administrative personnel.
- Ability to give technical and professional review to a wide variety and large volume of engineering projects and related plans, specifications, contract documents, and regulatory permits.
- Ability to present clear and concise reports, orally and in writing.
- Computer literate in engineering software and Microsoft programs.
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil or Environmental Engineering with seven (7) years of progressively responsible experience in project delivery for large public sector projects OR a Master's Degree and five (5) years of experience. Three (3) years of managerial and/or supervisory experience. Three (3) years of engineering experience as a Professional Engineer required. Knowledge of Microsoft Office, Microsoft Project and/or other scheduling programs.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess registration as a Professional Engineer in the State of Florida. Must possess a valid Florida driver's license.
