Job PurposeUnder general supervision of the Chief of Workforce Development, this position is responsible for strategizing and leading an effective youth workforce development program that ensures that teens and young adults facing serious barriers to long-term and successful employment have the opportunity to succeed and thrive; on-going design, performance enhancement, evaluation and sustainability and; ensuring that the overall program mission, goals and outcomes are met.
Essential Job Duties- Assists in the development of agency goals and objectives related to teenagers and young adults.
- Develops, revises, and makes operational youth program policies in accordance with federal, state and county regulations.
- Plans, implements and operates youth programs and services, including year-round programs for low-income and special needs youth.
- Staffs the Workforce Development Board Youth Committee.
- Prepares reports and presentations on youth issues and programs for the Workforce Development Board.
- Plans and implements the Summer Youth Employment Program, including recruiting businesses and other employers to offer summer jobs, and securing funding from partner organizations.
- Works with the County procurement office to develop and issue Requests for Proposals for service providers.
- Review and rates proposals.
- Oversees program selection and funding determination.
- Conducts ongoing evaluations of program effectiveness.
- Oversees the development of youth-related outreach materials, including agency annual reports, the Web site, brochures, operational handbooks for summer and year-round programs.
- Plans, supervises, and reviews the work of youth services staff.
- Determines ongoing training and professional development needs.
- Actively seeks partners and additional funding for youth programs.
- Coordinates services with partner agencies.
- Prepares related solicitation letters, memos of understanding, and budgets.
- Participates in monitoring visits by the Department of Labor, Licensing and Regulation.
- Prepares and analyzes a variety of statistical and narrative reports.
- Assists in the preparation of agency plans, grants proposals, concept papers, and marketing materials.
- Represents the Department and Baltimore County at local, state and national workforce development meetings and conferences as assigned.
- Prepares confidential and substantive correspondence for manager’s signature.
- Participates in special assignments or projects as required.

Required Education and ExperienceBachelor’s degree from an accredited college or university;

Three years of experience in related work, such as workforce development or project management.
Knowledge, Skills and Abilities- Knowledge of WIOA, particularly in terms of the Youth Program
- Knowledge of public administration and general management principles, practices and techniques including federal, state and county government operations
- Knowledge of local youth service delivery organizations and resources
- Skill in enhancing the ability of young people to succeed in the world of work
- Excellent communication skills, including written and oral presentations
- Strong skills in using computers, including word processing, spreadsheets and graphic tools

Physical and Environmental ConditionsThe work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle.
