This Epidemiologist I position will support epidemiological work across the span of topics covered by the Snohomish County Health Department. The Epidemiologist 1 will work under the direction of the Epidemiology and Informatics Manager and will support the work of lead Epidemiologist and Epidemiologist 2 staff on the team. The Epidemiologist 1 will perform data cleaning, data analysis and report and visualization/dashboard generation for a wide variety of public health topics. The Epidemiologist 1 will support projects relating to opioid and other drug overdose prevention. The Epidemiologist 1 will also support general assessment work including analysis of population health survey data, vital statistics data and other public health data sets, as well as presentation of findings from these analyses. Additionally, the Epidemiologist will support projects in other areas, including but not limited to environmental health, communicable disease, and informatics and data management.
A hybrid schedule is generally what this incumbent will work, if they so choose, and as long as job duties and requirements are met as outlined by the Manager.
Under the direction of the Epidemiology and Informatics Manager, or designee, this position will perform epidemiological activities related to the collection of epidemiological data, researching, analyzing, interpreting, reporting, and presenting health-related characteristics of the population to identify the distribution of diseases, behaviors, and conditions. The Incumbent will provide public health information and engage in community health assessments, community health improvement plans, and program needs assessments. Performs public health evaluation activities for Snohomish County Health Department programs, including quality improvement initiatives. Evaluates program and/or project processes and outcomes to improve public health program quality and effectiveness. Work is performed under limited supervision. Incumbent will complete the work within the specified timeframe and is responsible for the work performed. Prepares and carries out assignments and handles problems and deviations in accordance with experienced judgment, instructions, policies, procedures and/or accepted practices. The incumbent coordinates work with internal and external epidemiology, assessment, and other public health staff, uses independent judgment concerning appropriate methods and procedures, and keeps the manager regularly informed of progress, and workload concerns. Manager may review work directly or may request the Health Officer review when necessary or appropriate, for accuracy, thoroughness and conformance to established practices and procedures.
Examples of Work Performed:- Assists in identifying, developing, and maintaining data sources.
- Assists Epidemiologist IIs in statistical analyses of health data, e.g., descriptive analysis, univariate analysis, trend analysis, multiple and logistic regression, etc.
- Compiles, maintains, and analyzes quantitative and qualitative health data using appropriate research methods.
- Works with program staff and community partners as part of inter-disciplinary team to provide program expertise and consultation regarding assessment, data analysis, strategy mapping, quality improvement, and evaluation.
- Performs program evaluation activities for SCHD programs, including development and completion of logic models; identification of evaluation measures, including process and outcomes indictors; and application of quality improvement methods.
- Facilitates and participates in community meetings with stakeholders to assess and prioritize needs.
- Assists with the design and implementation of processes for evaluation of data, programs, and projects, including measures or indicators for process and outcome results.
- Reviews data results for completeness and accuracy.
- Writes draft reports of epidemiological studies, evaluation findings, and analyses of health-related data.
- Communicates assessment and evaluation findings to a variety of audiences and makes program recommendations based on findings.
- Coordinates and performs routine and special assessment projects under the supervision of the Epidemiology and Informatics Manager.
- Assists in presentations to professional and community groups on epidemiological results, trends in health-related indices, evaluations, and other topics of an analytical nature.
- Assists with grant writing, particularly related to SCHD program needs.
Associated Duties:- Perform other related duties as assigned by the Epidemiology and Informatics Manager.
Qualifications:Education:
Master’s degree in one of the following disciplines: Epidemiology, Public Health, Health Services, Social or Behavioral Sciences, or in a closely related field.
Must have twenty-four (24) master-level or graduate quarter hours including a combination of courses in epidemiology and in evaluation, and in biostatistics/statistics or research methods
OR bachelor’s degree in science-related field supplemented with 24 master-level or graduate quarter hours in a combination of courses in epidemiology and in evaluation, and in biostatics/statistics or research methods.
Experience:
One (1) year of experience in epidemiology or evaluation with a master’s degree
OR two (2) years of experience in epidemiology or evaluation.
Or:
In place of the above requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above.
Licenses, Certifications, and Other Information:- Evidence of quantitative or qualitative analysis skills, e.g., as documented by publication in a peer-reviewed journal or a report, preferred
- Experience with the STATA analytic software, preferred
- Experience with ArcView software and GIS methods, preferred
- At least one (1) year of work experience in a public health agency, preferred
- Valid Washington State Driver’s license or ability to obtain one within thirty (30) days of hire and a driving record which meets the requirements of Snohomish Health District’s insurance carrier
- Successful completion of a background check pursuant to RCW 43.43.830.
Successful Incumbents for this Position will have the:- Knowledge of the principles and practices of public health and epidemiology.
- Knowledge of principles, practices, current developments, and techniques related to evaluation, quality improvement, and project management
- Knowledge of conducting health surveys, and collection of quantitative and qualitative data
- Knowledge of nutrition, physical activity, or the built environment
- Knowledge of chronic disease and maternal and child health issues
- Skills to communicate effectively and work with diverse community members and clientele
- Skilled in Project Management and Program Evaluation and quality improvement, particularly within public health programs and/or projects
- Ability to execute routine epidemiological studies and interpret results.
- Ability to gather, organize, and present facts and statistical data in a clear, concise, and logical manner, both orally and in writing.
- Ability to maintain, manipulate, and statistically analyze databases of considerable size and using a variety of computer programs, e.g., STATA, CHAT, etc.
- Ability to work in a windows environment with experience in MS Word, Excel, PowerPoint, and Access.
- Knowledge of or willingness to learn new software programs that focus on strategy mapping and collective impact; once adept, be willing to teach other community partners on the use of the software.
- Ability to exercise initiative, creativity, tact, discretion, and judgment in carrying out work.
- Ability to work independently and plan, organizes, and prioritizes workload.
- Ability to work effectively in a team-oriented environment and maintain effective working relationships with staff, other health district/departments, colleagues, public and private officials, community groups, and the public.
- Ability to lead community health-focused projects and working as a team with community partners.
Job Location and Equipment Utilized:Work is performed indoors in a hybrid work environment utilizing standard office equipment including company issued computer and related software.
Physical Demands:- Requires manual dexterity and visual acuity to operate a personal computer and peripherals.
- Requires ability to drive an automobile.
- Requires ability to lift and carry up to twenty (20) pounds.
- Requires sufficient hearing and speech ability to communicate orally.
- Requires ability to respond to telephone inquiries and work with people.
The incumbent will generally work at the Everett Office or out in the community at various settings. The noise level in the work environment is usually moderate. Work may include traveling to community organizations such as schools, hospitals, clinics, and social service agencies; other travel may include local or statewide for meetings and other forums. Travel is required to locations both in and out of the County, including some early morning and evening meetings, with potential for overnight travel for state meetings.
