The Frederick County Aging and Independence Division provides services and programs to older adults, individuals with disabilities, caregivers, veterans, and their families. Exempt; full-time; 40 hours per week (Monday - Friday; 8:00 a.m. - 5:00 p.m.); full benefits.
This professional management position will oversee all aspects of Frederick County's Department of Resource and Service Navigation. This department serves active older adults and persons with disabilities. Supervision is given to professional, paraprofessional, and administrative staff; supervision is received from the Division of Aging and Independence Director.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

Responsibilities:
- Supervise, train, direct and evaluate staff providing services to active senior adults through various programs within the Division
- Oversee the management of the local State Health Insurance Program, Senior Medicare Patrol, Maryland Access Point and Caregiver Programs
- Develop, maintain and interpret data that reflects the work of the department and is easily and readily available for review by the public
- In collaboration with the Division leadership team, design, create and implement new services, methods of delivery and/or modify existing services to meet the broad array of interests and needs of the older adult population
- Perform all facets of personnel management; revise and update procedures as needed; update and verify payroll, timekeeping and personnel records per County processes
- Oversee and ensure timely preparation and administration of departmental budgets by grant category; prepare and present budget appeals as needed
- Participate in the Division of Aging and Independence long-range planning
- Interpret and analyze data including performance measures and program data outcomes for program reporting requirements; work closely with Program Managers to ensure appropriate and valid data is collected for planning and evaluation and to meet reporting requirements
- Analyze data to determine predictive indicators, identifying trends, areas of strength, and opportunities for growth; integrate data from multiple sources and systems; gather statistics for comprehensive planning and evaluation
- Work with Program Managers to develop survey instruments and design data collection forms to measure performance, consumer satisfaction and ensure data validity; interpret survey results
- Analyze business processes and requirements; Identify opportunities to improve processes and strategies
- Implement revisions in department operations to assure adequate types and amount of services, add/modify collaborations and adapt to trends in senior programs
- Ensure timely preparation and submission of applications to continue existing grants; ensure proper implementation, monitoring and administration of programs and funds after grants are obtained; prepare and maintain records in compliance with grant terms, in collaboration with the Director of Operations
- Research and apply for new funding sources to meet the increasing need for senior services, in collaboration with the Director of Operations and the Division of Aging and Independence Director
- As appropriate, serve as liaison to active senior-related non-profit organizations to identify additional resources; seek out innovative solutions to senior needs
- Attend Federal, State and local seniors-related meetings and trainings to network, share information and facilitate change when necessary
- Prepare and submit periodic financial and program reports in compliance with Federal, State and local requirements, in collaboration with the Director of Operations
- Participate in audit and monitoring visits by State, Federal and local authorities; respond as appropriate
- Perform other related duties as required
Minimum Qualifications:
- Bachelor's degree
- Minimum 8 years of progressively responsible human services work experience that includes all of the following (items may be concurrent):
- Minimum 5 years of work experience managing human services programs
- Minimum 3 years work experience providing services to seniors, veterans and/or individuals with disabilities
- Minimum 2 years of supervisory work experience
- Minimum 2 years of budget and fiscal management work experience including experience writing grants
- Intermediate skills in MS Office Suite
- Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to maintain County Authorized Driver privileges
- Ability to effectively implement and operate a human services program
- Working knowledge of senior-related programs and services
- Ability to effectively compile, prepare and administer a budget
- Ability to effectively utilize and administer the grant application process
- Ability to effectively supervise and direct the work of others
- Ability to effectively access and utilize computerized fiscal, data management and word processing systems and equipment
- Ability to effectively compile and prepare program reports, grant applications and other complex written work
- Ability to effectively establish priorities and manage multiple complex projects in a fast-paced environment
- Ability to work with the personal information of others and maintain appropriate confidentiality
- Ability to develop and maintain effective working relationships with local government officials, Federal and State program administrators, clients, co-workers and the general public
- Strong math, research and data interpretation skills including the ability to compile and verify statistical information, and prepare and maintain complex records, graphics and reports
- Strong and effective written and spoken (English) communication skills, including public speaking skills
PREFERENCE MAY BE GIVEN FOR:
- Bachelor's degree in Human Services, Public and/or Business Administration or a closely related field
- Related Master’s degree
- Local government work experience
- Work experience performing data analysis
