We are seeking a cleared or clearable Cyber Systems Engineering Department Manager to lead a team of Cyber Engineers and Information Systems Administrators. This department will consist of a group of ~6 managers with ~120 engineers reporting to the managers. About 105 of the 120 individuals are located in Tampa, with the remaining at various customer sites across the U.S.
The Tampa campus of Northrop Grumman Mission Systems is growing rapidly and we are opening up this department management role to lead high-performing teams comprised of cyber engineers, cyber administrators, cyber security analysts, software engineers, and other key disciplines to support and develop IT networks. This is a dual-role position, involving direct management of talented 1st line managers and system engineers as well as project engineering leadership for technically advanced development of key IT programs. This position requires strong interpersonal skills, a solid software development background, and outstanding leadership skills. We have a preference for candidates with experience in multiple relevant technology areas, such as network development, security, applications, software development, graphical user interface design, creation of web applications, logistics, training, and support.
Your direct management responsibilities will include:
- Managing and guiding managers and IT engineers
- Setting objectives and then monitoring and reviewing yearly progress for your team
- Being responsible and accountable for managing the workload of your direct reports
- Recruiting, interviewing, and hiring top-ranked engineering, IT, and management talent
- Providing timely, constructive support and feedback to your reports on a regular basis
- Completing quarterly performance assessments of your team members
- Motivating your team members and facilitating regular meetings with them
- Providing mentoring and career development to each team member
- Coordinating training for each team member
- Providing appropriate tools and resources for your team’s software development activities
Your project engineering leadership duties will include:
- Leadership of program technical execution in order to meet cost and schedule constraints
- Daily interaction with the customer
- Program staffing for optimal execution
- Technical direction, guidance, and mentoring of project team members
- Working programs, proposals, or internally-funded activities in a technical or leadership role
- Risk-mitigation planning and execution
- Strategic problem solving
- Earned value management
Basic Qualifications:
- Bachelors degree in Computer Science, Computer Engineering, Information Systems or other STEM-related field or 12 years of experience in Information Technology, Computer Science, Computer Engineering, or other STEM-related field with a B.S. degree, or 10 years with an MS, or 7 years with a PhD.
- Demonstrated technical leadership, engineering or IT management, and/or program management experience. A minimum of 7 years technical manager experience.
- US Citizenship and the ability to obtain and maintain a Top Secret security clearance.
Preferred Qualifications:
- Strong, demonstrated communications and interpersonal skills
- Experience in multiple relevant technology areas, such as application software development, graphical user interface design, creation of web applications, embedded software, or software security
- Experience in recruiting and developing top engineering talent
- Experience with the Agile development methodology
- An ability to showcase the company’s capabilities to existing and potential customers to support business development activities
- Experience with U.S. Government contracts
- M.S., M.B.A., or other advanced degree
- Active Top Secret security clearance strongly preferred

Salary Range: $156,000 - $234,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
