Position Summary:
Reports to the Regional Facility Administrator. Responsible for corporate oversight of the financial, staffing, and administrative operations of MTC Medical. Responsible for contract management to include creating and managing positive customer relationships; financial oversight; audits and accreditation; equipment and inventory; and data collection and interpretation. Responsible for providing assistance to the Facility Administrator and on-site Health Services Administrator with personnel management, recruitment, and staffing as needed. All activities shall be carried out according to appropriate healthcare standards, federal and state regulations and MTC Medical directives. Responsible for ensuring contract compliance, overall financial success of MTC medical, and quality performance.
Essential Functions:
- Ensure execution and performance of Health Services contracts for all assigned MTC Medical Health Services Units. Report progress and findings to the Regional Facility Administrator of MTC Medical and work closely with the Regional Facility Administrator and other MTC Medical staff on finance and compliance issues.
- Assist with recruitment, training and mentoring of on-site health services administrators and assist them in maintaining staffing levels and performance per contractual agreements. Attain accreditation (ACA, NCCHC, Joint Commission) when required.
- Conduct on-site visits to review specific areas and provide guidance and training as needed, along with a written report on findings and recommendations for improvement and/or corrective action.
- Provide technical assistance facility health services staff and others as required.
- Monitor and control expenditures according to budgets provided by corporate and facility management. Collect performance and financial data for analysis and reporting.
- Review and recommend changes to budgets to the Regional Facility Administrator. Monitor and review financial and utilization results. Participate in the strategic planning process.
- Act as corporate liaison during contractor visits, audits and accreditation inspections. Assist the clinical director as necessary. Analyze quality improvement and utilization management data for trends and areas requiring improvement. Participate in the development of goals and corrective action plans and monitor performance to ensure achievement.
- Perform research as needed and ensure data collection related to all aspects of performance is timely and accurate. Prepare reports as required.
- Work with the Regional Facility Administrator to develop and implement new and revised policies and procedures affecting health services.
- Coordinate with other departments (e.g.: Safety, Training,) to ensure compliance with overall facility objectives.
- Monitor subcontracts with supply and equipment vendors, including compliance and expiration dates. Work with the Regional Facility Administrator and procurement team to negotiate costs and terms.
- Ensure proper operation of pharmacy services. Ensure pharmacy & therapeutics (P&T) meetings and audits occur as scheduled, and that all licenses and registrations are current.
- Supervise inventory and supply management. Assist in the establishment of par levels for supplies. Provide oversight to the on-site Health Services Administrator with regard to inventory and supply management.
- Maintain accountability of staff, inmates and property; adhere to safety practices.

- It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
Education and Experience Requirements:
Bachelor’s degree in business administration, hospital administration or related field and/or five years’ experience in health services management required.
Must have a minimum of three years supervisory experience.
Thorough understanding of the administrative aspects of correctional medical services, systems and technology are preferred.
Must be willing and able to travel.
Must have excellent verbal and written communication skills.
Unless waived by management, valid driver’s license in the state of employment with an acceptable driving record.
