Job Description and Duties
The Clinical Services Administrator (CSA) of the Stabilization Training Assessment Re-integration (STAR) acute crisis home and Crisis Assessment Stabilization Team mobile crisis services for individuals with intellectual and developmental disabilities (I/DD) is responsible for overseeing the operations and management of the facility. This role involves providing leadership and direction to STAR staff and ensuring that high-quality care is provided to the STAR individuals. The CSA’s responsibilities include developing and implementing policies and procedures, coordinating, and monitoring individualized care plans, and ensuring compliance with regulatory requirements and standards. The CSA works closely with a multidisciplinary team, including clinicians, nurses, and direct support professionals, to ensure the well-being and safety of the residents. In addition to administrative duties, this position plays a crucial role in fostering a supportive and therapeutic environment within the STAR program. The CSA collaborates with external agencies, families, and other stakeholders to ensure continuity of care and ensures a supportive transition plan is developed for individuals moving out from STAR. The CSA has a strong understanding of the unique needs of individuals with I/DD and experience working in crisis intervention settings and should possess excellent communication and leadership skills, as well as the ability to make critical, ethical decisions under pressure. By managing the STAR program, the CSA helps individuals with I/DD navigate challenging situations and promotes their overall well-being and stability. The CSA is a mandated reporter of observed or suspected abuse or neglect.
Working Conditions
Ongoing interaction with consumers with developmental disabilities and severe psychiatric and behavioral conditions at STAR residence and in community settings, such as consumer’s homes, hospital, or psychiatric settings. Potential exposure to communicable diseases, blood-borne pathogens, medicinal preparations, and other conditions common to a clinical nursing environment. Participation in meetings and conferences and other conditions common to an office environment, as well as ongoing interaction with the public. Work will include travel and possible overnight stays.

Examination Qualification Requirements

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy-influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
Knowledge of: The Lanterman Act, developmental disabilities, the regional center service system, and processes and protocols in California state government. Principles, practices, and trends of public and business administration including management, supportive staff services, and employee supervision.
Ability to: Supervise and train subordinate staff. Develop and maintain cooperative and harmonious relationships with department and regional center staff, the public, and others; work with professional personnel in the field relating to coordinating and developing services for persons with developmental needs.
Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The Clinical Services Administrator must have a minimum of two years of prior experience providing direct care or supervision to individuals with developmental disabilities; and be one of the following: (A) Registered Behavior Technician; (B) Licensed Psychiatric Technician; or (C) Qualified behavior modification professional. An administrator must complete the Residential Services Orientation, as required per Title 17 Section 56003. Must have a current valid driver’s license and identification.
Examination Information

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
