Position Summary: The Clinical Manager is responsible for the daily clinical operations of Oregon Change Clinic’s (OCC) Outpatient program and may oversee treatment aspects of the Housing Program. The Clinical Manager will formulate and guide the overall clinical philosophy, policies, and procedures throughout the program, and will have overall responsibility for ensuring that the program’s clinical services adhere to ASAM criteria, Oregon Administrative Rules (OARs), county and state contracts, and other pertinent standards. This position oversees an array of clinical services to clients including, chemical dependency, mental health, mentoring, case management, outreach, and housing support. Responsibilities include clinical supervision of staff, monitoring integration and cultural appropriateness of services, working collaboratively with inter and intra-agency partners on the provision of services needed in all life domains to promote recovery and self-sufficiency.
Essential Duties Include (but not limited to):
- Manage clinical documentation quality, completeness and compliance with OARs and organizational standards, including but not limited to: intakes, behavioral health assessments, individual service and support plans, individual service notes, and discharge summaries.
- Demonstrates knowledge and skills in counseling techniques as well as traditional and nontraditional treatment/service modalities for Black, Indigenous, People of Color (BIPOC) communities and the ability to maintain accurate records and necessary paperwork.
- Maintain and supervise all client records for the purpose of quality, program evaluation and compliance.
- Demonstrates knowledge of recovery communities and social service agencies and how to access local resources and build effective partnerships.
- Flexible work schedule required for On-Call duties, emergencies and crisis situations.
Minimum Qualifications:
- Possess a CADC II certification and be a Qualified Mental Health Professional (QMHP) or Licensed Professional Counselor (e.g. Licensed Clinical Social Worker or Licensed Professional Counselor).
- Minimum of 3 years of experience working in mental health, substance use disorder, or a treatment facility.
- Minimum 2 years experience as a supervisor, manager, or in a leadership role.
- Must pass a background check. This includes clearance by the DHS Background Check Unit.
- Must possess a current driver’s license, have the ability to be covered under organizational insurance and be designated an acceptable driver as outlined in Oregon Change Clinic’s Safety Policy. Must pass initial Annual Drivers training and then pass annual Recertification training (as offered by Oregon Change Clinic).
