The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.
The Human Resources Office is responsible for providing a full range of Human Resources services to the management and employees of the Wildlife Resources Commission. This includes elements such as Benefits, Employee Relations, EEO, Position Management, Salary Administration, Human Resources Policies, Staff Development, Recruitment, and Worker's Compensation.
The North Carolina Wildlife Resources Commission is accepting applications for an Agency HR Consultant II (Employee Relations & Staff Development Specialist) for our Human Resources Division. The primary purpose of this position is to provide Employee Relations and Staff Development consultation for the Agency.
The Employee Relations & Staff Development Specialist will provide consultative expertise:
- Employee Relations – This position will field employee grievances, make recommendations for ADA requests, work with management on employee relations concerns, and review all written warnings and other disciplinary actions for the agency. This position will also collaborate with Legal Counsel regarding investigation procedures, gathering and researching relevant information, interviewing, analyzing and documenting findings, and presenting recommendations.
- NCVIP - This position will serve as the NCVIP Administrator, reviewing and auditing APE’s and PP’s to ensure proper documentation and ratings are adequately documented and that calibration sessions are conducted with management, ensure agency compliance and assist with technical questions.
- LMS - This position will serve as the LMS Administrator for the agency. Uploads and disseminates training for employee relations matters and any additional as needed for the Agency.
- Staff Development - This position will assess the training needs of the agency and provide staff development opportunities for employees, such as management topics, safety, policies, NCVIP, etc.
- Mediation/Teamwork/Collaborations – This position will promote the building and strengthening of relationships amongst managers, teams and individual staff to resolve disputes, meet the needs of employees, and ensure the Agency consistently strives in meeting Organizational goals.
- Exit Interviews - This position will review all exit interviews for the agency and advise Executive Management of any trends or items that need to be addressed.
The schedule associated with this position is Monday-Friday, 8:00am – 5:00pm (40 hours/week). This position also allows for a 1-day a week telework schedule. This position will be based out of our Wildlife Resources Commission Headquarters building in Raleigh, NC (Wake County).

Qualified applicants must document on the application that they possess all of the following:
- Experience with the interpretation and application of federal and state laws, policies, and practices regarding employment and Human Resources Management.
- Experience with grievance, disciplinary and mediation processes and procedures.
- Experience in the administration of LMS and NCVIP audits.
- Experience navigating the Integrated HR Payroll System (to include BOBJ and SAP/GUI).
Management Preferences:
- Experience with investigation procedures, to include gathering and researching relevant information, interviewing, analyzing and documenting findings, and presenting recommendations.
- Experience using NEOGOV and PeopleAdmin.
- Experience reviewing, approving and reporting ADA and EEO information.
- Experience in performing needs assessments and providing training opportunities to employees.

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required;
OR
High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources;
OR
an equivalent combination or education and experience.
