Position Summary
This position is responsible for the operation of the Catholic Charities Behavioral Health and Crisis programs located in Wenatchee and surrounding areas where Catholic Charities provides contracted Behavioral Health and Crisis Services.
Responsibilities
- Provides direction and supervision to the Outpatient Services Lead Manager and Crisis Lead Manager and provides back-up supervisory coverage as needed to all teams in each division.
- Works with Behavioral Health and Crisis Lead Managers to ensure that program operations meet contractual and funder requirements for program staffing and service delivery.
- Provides management and/or clinical supervisory back-up for any program, if needed.
- Works with Behavioral Health Lead Managers to develop program training plans that support staff performance and strengthen service delivery.
- Facilitates staff training, in-service and promotes team building.
- Establishes effective communication with Behavioral Health and Crisis staff which includes providing feedback that supports the program operation while facilitating professional development and growth of staff.
- Assists Lead Behavioral Health and Crisis Program Managers in the hiring of program staff, coordinates appropriately with North Central Director and Human Resources.
- Conducts annual performance evaluations for Lead Managers and oversees the process for Program Managers and team Leads of all North Central Behavioral Health and Crisis Programs.
- In collaboration with the North Central Director, operates existing Behavior Health and Crisis programs in line with the mission and vision of Catholic Charities and assures the programs meet compliance requirements.
- Represents Catholic Charities in various local, regional and national professional organizations.
- Establishes and maintains working relationships with community agencies and meets with providers of other community resources when appropriate.
- Coordinates with North Central Director on appropriate community meetings and regularly attends agreed upon relevant community meetings with other community organizations regarding the operation of the North Central Behavioral Health and Crisis programs.
- Oversees the quality assurance and continued quality implementation process for the Behavioral Health program in Wenatchee.
- With the North Central Director and in partnership with each Lead Manager, participates in developing and managing the Wenatchee Behavioral Health program budgets.
- Attends supervisory and/or program staff meetings to ensure needs of the program(s), staff, clients, and contract requirements are met.
- Ensures that programs and staff meet all regulatory and statutory requirements per the WAC.
- Works with the Compliance Officer to ensure compliance with contract and regulatory requirements and to ensure the facility is effectively and efficiently maintained.
- Oversees completion and submission of reports to funders within the timeframes specified by the contract.
Participates in Catholic Charities corporate management team activities as requested and serves as a member of the Great Leadership Team
- Works collaboratively with the North Central Director to create strategic goals and outcomes based on the agency's strategic plan, ensuring a cohesive approach to service delivery and program development.
- Serves as a conduit between the Greater Leadership Team and Behavioral Health and Crisis Team to inform staff of agency policy, procedures, action plans and support an integrated system of service delivery.
- Supports Catholic Charities Staff by developing and scheduling regular staff meetings, keeping all staff informed and cognizant of Mission Integration and agency policies and procedures.

Physical Requirements
This position normally requires the physical demands of standing, walking, bending, lifting or performing other work requiring low physical exertion, talking and hearing on a regular basis to perform the job requirements. These physical demands are required up to 80% of the time. Position also requires ability to drive with adequate vision.
Non-Physical Requirements
Education
- Masters' degree in Social Work or Behavioral Sciences, required.
Experience
- 10 years' experience in delivery of clinical services, required.
- 5 years' experience in management of Behavioral Health programs required.
- Minimum 5 years' experience in the provision of Crisis Services required.
- Demonstrated successful program coordination, clinical supervision, program development, and management or administration of Behavioral Health programs required.
Special Skills
- Ability to provide program and clinical supervision.
- Possess and utilize effective verbal and written communication skills.
- Knowledge of team management/supervision.
- Ability to be self-motivated, work independently and as a team member.
- Ability to represent the agency in a professional manner within the community.
- Knowledge of substance abuse and addictions is desired.
Licensure, Registration, Certification
- Designated in Chelan County as a Crisis responder.
- Licensed Mental Health Counselor, Social Worker, or Marriage and Family Therapist within the State of Washington.
- Valid Washington State Driver's license and minimum required liability insurance for WA State.
- Must be deemed insurable as determined by Catholic Charities liability insurance provider.
Employment is conditional upon
- Being cleared by criminal background check and fingerprinting when required.
