Overview
Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. Under the supervision of the Outreach and Enrollment Supervisor, the Certified Enrollment Counselor (Healthcare Enrollment Specialist) aids, informs, and supports new and established patients and other community members with a variety of programs, public benefits, and services. As part of the enrollment team, the Enrollment Counselor is responsible for the enrollment of patients into community, state, and county programs.
- Spanish language fluency is required for this position
Responsibilities
- Prepares and submits required eligibility information for all patients, advocates and refers to other services.
- Interviews and screens new and established patients to determine eligibility for health insurances and other programs including but not limited to Medi-Cal, Covered California, CalFresh, CMSP.
- Provides culturally and linguistically appropriate health insurance and social service enrollment/application assistance for demographically diverse patients.
- Responsible for tracking and reporting all required data for enrollment and outreach.
- Maintains statistical records.
- Advocates for patients with County and State Social Service agencies by helping file appeals and other documentation.
- Conducts outreach calls to new Medi-Cal members assigned to MCC to register them and facilitate their enrollment.
- Attends all eligibility-related meetings/training and shares the information when appropriate with clinic personnel.
- Utilizes EPIC Electronic Health Records to enter patient information and research eligibility.
- Coordinates with MCC internal staff and other organizations to resolve patient problems/barriers, addressing basic needs, social determinants of health, and other economic factors.
- Provides advocacy and support in negotiating/coordinating with service agencies/organizations.
- Works closely with MCC staff to identify patients who need enrollment.
- Provides community outreach, screening, and enrollment at various local events and festivals in Marin.
- Assists patients and families during transitions in care.
- Works with the Referral Navigators to identify uninsured patients who need specialty care and apply for charity care at hospitals or other healthcare facilities.
- Assists patients in completing charity care applications and provides follow-up as necessary.
- Maintains good working relationships with community partners by acting as a liaison with other agencies.
- Provides services in appropriate internal and external community forums (community events to discuss insurance enrollment).
- Completes 50+ enrollments a month (Medi-Cal, Covered CA, CalFresh, CMSP).
- Assists newly assigned MCC Partnership patients with establishing care with a Primary Care Provider.
- Performs other duties and projects as assigned.
Qualifications
Education and Experience:
- High School diploma or equivalent (GED) is required.
- Prior experience with EPIC Electronic Health Records is highly desirable.
- Ability to complete training and certification requirements (to be completed within 12 months of employment – Paid by MCC).
- Covered California Enrollment Counselor certification.
- Patient/Health Navigation training and certification (funded by MCC).
- Project coordination experience.
Required Skills and Abilities:
- Basic knowledge of Microsoft Office software required: Outlook and Word.
- Ability to speak, read, and write in English.
- Spanish language fluency is required.
- Ability to work independently and exercise good judgment.
- Ability to work positively as a collaborative team member.
- Ability to maintain strict confidentiality regarding patient information.
- Ability to understand complex concepts and convey them clearly.
- Ability to manage and prioritize communications from multiple staff, organizations, patients, etc.
- Ability to organize and review large amounts of data efficiently.
- Ability to proofread, correct, and review forms and data.
- Ability to represent the clinic in a professional manner and handle patient issues with sensitivity and confidentiality.
- Ability to meet deadlines and manage changing priorities.
- Excellent oral and written communication skills.
- Have reliable transportation and be available to travel within all clinic locations for meetings, outreach events, or to cover for staff members.
Physical Requirements and Working Conditions:
- Prolonged periods of sitting at a desk and working on a computer.
- Use of mouse, keyboard, and other office equipment.
- Must be able to lift up to 15 pounds as needed.

Covid-19 Vaccinations and Booster Requirements
All employees are required to be fully vaccinated for COVID-19, including required boosters as a condition of employment, subject to limited exemptions. New employees must provide proof of being fully vaccinated for COVID-19 and boosted before the first day of employment. If you completed your primary series, received an original booster and it has been more than 2 months from that booster dose, it is recommended, but not required, that you receive the Bivalent booster.

Salary Range
Min: USD $25.00/Hr.
Max: USD $28.00/Hr.
