The Program Director of Outpatient Behavioral Health will be responsible for the oversight of overall Behavioral health programming for Greenwich Hospital. This includes areas such as Outpatient & Geriatric Psychiatry, Addiction Recovery, Center for Behavioral Health and Nutrition and other new services. The leader will serve an important role as one of the principal liaisons to the health system for Behavioral Health. Working in a Physician Dyad they will be responsible for providing direction to the program, sustaining and growing the volume. The Program Director will be responsible for developing relationships in the community and at the hospital to promote the benefits of the program.
Responsibilities
- Operations Management
- Oversees the direction and execution of operational plans, implementation of new practices and overall performance.
- Implements and monitors policies and standards that maintain, measure and improve operations, service, and satisfaction among patients, physicians, and staff.
- Oversees patient flow activities to enhance patient satisfaction, patient’s length of time in office, and physician efficiency.
- Recommends appropriate office staffing levels and productivity and manages to these staffing levels.
- Evaluates and monitors practice performance to identify ways to improve operational performance.
- Contributes to and implements effective communication systems to ensure ongoing updates with staff on all operational, quality, and/or other business or human resource issues within the Region.
- Works in collaboration with Health System IT service to maintain and improve information technologies as needed.
- Works with compliance department and compliance officer to ensure proper compliance activities and safeguards within the assigned practices.
- Directs the operations of individual practices by employing a system of accountability to ensure responsible fiscal management including accounting, budgeting, internal controls and timely reporting.
- Resolves operational problems and keeps lines of communication open with staff to ensure high productivity.
- Reports regularly to the Director of Operations on performance.
- Ensures compliance with all regulatory agencies governing health care delivery.
- Assures proper security and maintenance of offices, equipment and supplies.
- Plans, proposes and supervises construction of, or sale of, facilities as required.
- Works collaboratively with various departments to enhance clinical continuity.
- Financial Management
- In conjunction with the Physician partner, assures the overall financial success of the organization.
- Responsible for preparation of annual budgets.
- Assures the reporting of operational performance to the SVP, through monthly reports of actual performance vs. budget. Recommends action as necessary to improve performance.
- Planning
- Develops plans for advancing the business interests of the departments, including strategic planning, expansion of services, revenue enhancement and cost control.
- Keeps abreast of trends in the healthcare by active participation in the industry and relationships with industry peers.
- Supervision of Non-Medical/Nursing Clinical Staff
- Responsible for supervision, quality and operationalization of all social workers, psychiatric clinicians, reception, front office staff.
- Identifies and develops leaders within supervised disciplines to provide day-to-day leadership within respective disciplines.
- Supervises and effectively delegates responsibilities to direct reports (Child and Adolescent Service Manager, Lead Clinicians, Manager Adult Outpatient Services).
- Human Resources and Personnel
- Assesses organizational human resources needs and works closely with the Human Resources Department to ensure compliance with policies and procedures.
- Responsible for oversight of hiring, training, evaluation, promotion, termination and work schedules for all non-physician employees working within span of control.
- Assists in the development of appropriate and current job descriptions and effective outcomes based performance planning assessments.
- Establishes programs for improving clinical staff performance and to support clinical integration initiatives.
Qualifications
Education: Applicable clinical background in Behavioral Health. Masters Degree in relevant clinical field or business required, or at least 5 years of management experience in psychiatric clinical management.
Experience: At least five years experience, and/or five years of management responsibility in a behavioral healthcare setting. Candidate should demonstrate proven success in, including but not limited to, successful clinical operations, overall project management, staff leadership, compliance, and process improvement.

Special Skills: Excellent interpersonal skills. Outstanding ability to function in a complex organizational environment. Understanding of the clinical needs of psychiatric outpatients. Demonstrated ability to successfully lead process change. Excellent computer skills including Excel and Powerpoint. Outstanding management, organizational, communication, analytical, problem-solving, presentation, and facilitation skills. Demonstrated ability to successfully lead process change. Comfort with the ability to listen to, understand, gain the respect of, be conversant with and work with a multi-disciplinary team. Ability to work effectively with minimal direction and outstanding interpersonal skills a must.
