The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Behavioral Health Workforce Investments manager to help implement, grow, and maintain behavioral health workforce investments. This position is responsible for the development and implementation of the Behavioral Health Workforce Investments strategy in alignment with BHRD’s strategic goals. Under the supervision of the Behavioral Health Workforce Strategic Operations Manager, this role will coordinate, implement, and maintain workforce development investment projects, including contracting and contract monitoring. The position requires collaborative planning, execution, maintenance, and reporting on BHRD workforce investments, working closely with internal, external, and community partners. While often working independently, this position functions as part of a larger team within the Behavioral Health and Recovery Division, working collaboratively to support the development of a diverse and resilient clinical and peer workforce.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 12/31/2025, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday through Friday, 8 a.m. to 5 p.m.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. This position is responsible for the development and implementation of the Behavioral Health Workforce Investments strategy in alignment with the Behavioral Health & Recovery Division’s (BHRD) goals. This role will oversee the coordination, management, and maintenance of workforce investment projects, including procurement, contracting, and contract monitoring. The position is responsible for collaboratively planning, implementing, maintaining, and reporting on BHRD workforce investments with internal, external, and community partners. While often working independently, this position operates as part of a larger team within the Behavioral Health & Recovery Division, working collaboratively to align and administer efforts that support the development and sustainability of a diverse and resilient behavioral health workforce.
JOB DUTIES:
- Serve as the division’s subject matter expert on workforce investments, including provider burnout, recruitment, retention, training, and competency building.
- Manage and develop the delivery of Behavioral Health Workforce investments, including managing section program and initiative budgets and scoping section projects and initiatives.
- Coordinate workforce team operations to include overseeing project activities, assessing issues and risks, scheduling and allocating of resources, budgeting, and ensuring timely and accurate completion of project assignments.
- Coordinate an overarching strategy for ongoing and new workforce investment initiatives, ensuring alignment with relevant funding sources.
- Conduct policy analysis to inform strategic decisions and improve cross-system coordination.
- Host and facilitate presentations, trainings, and meetings with partners to share best practices on combating burnout and improving workforce recruitment and retention.
- Liaise with internal and external stakeholders to gather feedback and develop informed strategies to address workforce challenges.
- Prepare and deliver presentations, represent the division in county meetings, and seek additional funding opportunities to support workforce initiatives.
- Regularly monitor and incorporate national best practice research into workforce investment strategies.
- Coordinate and manage contracts and procurements, responding to inquiries and developing recommendations, including contracts, amendments, budgets, and reports.
- Monitor clinical, fiscal, and administrative compliance of contracted partners, ensuring alignment with program goals and regulations.
- Provide technical assistance and training to contracted partners to support workforce development initiatives.
- Partner with the Performance Measurement and Evaluation team to conduct assessments, data analysis, and quality improvement activities for workforce projects.
- Demonstrated knowledge of equity and social justice principles and practices and understanding of the effects of place, race, policy, and systems-based inequities on marginalized communities and populations.
- Bachelor's Degree and/or at least three years of professional experience in public administration, public sector behavioral health, primary care health services, or an equivalent combination of experience, education, and/or training that provides the knowledge, skills, and abilities to perform the work.
- Minimum two years of experience in program development, working independently or as part of a team to implement new programs or pilots.
- Strong ability to collaborate, listen, and garner feedback from diverse audiences.
- Experience with planning, program implementation with public involvement, data collection, and continuous improvement.
- Experience working and communicating successfully with diverse public and private stakeholders in a politically complex environment.
- Demonstrated facilitation, negotiation, and consensus-building skills.
- Experience supporting multiple projects and tracking activities and deliverables/reporting requirements to move projects forward and achieve outcomes, including reviewing and approving invoices.
- Experience with and knowledge of the publicly funded service providers of King County and/or the State of Washington.
- Experience with and knowledge of contract development, negotiation, budget development and management, and program development.
- Experience with and knowledge of gathering and analyzing data, outcomes, reports, and quality improvement recommendations and the ability to develop formal reports for professional and community audiences.
- Ability to work with creativity and flexibility, both independently and as a team member.
