Definition
This is a technical position that involves the application of procedures to an assigned area of the Department of Budget and Grants Management, and requires a general understanding of accounting and budgeting practices. An employee in this class is principally responsible for ensuring compliance with the division’s budgetary and financial policies.
Supervision
Work is performed under the general supervision of the Executive Director of Budget and Grants Management. After initial training, incumbents work independently, without detailed instructions, using independent judgment and initiative to resolve problems and questions in their area(s) of expertise. New or unusual problems are to be fully researched and resolved under the guidance of their supervisor.
Distinguishing Characteristic
This position is an advanced class in the budget series, as differentiated from the entry level (account clerk), the intermediate level (budget technician), and the professional level (budget analyst). Incumbents use specialized technical and analytical skills to complete assigned work.
Essential Functions:
- This position assists with the development of the annual Operating Budget and Capital Improvement Plan.
- Processes budget transfers in the Virginia Department of Education OMEGA system and in Norfolk Public Schools’ MUNIS financial system.
- Assists with position control management including updating position allocations in the system.
- Oversees the annual collection, tabulation of data, and reporting of Impact Aid program.
- Facilitates training to all end users on the district’s budget module.
- Provides guidance and training to schools and departments concerning budget policies, procedures, and controls.
- Provides quality customer service in assisting end users.
- Performs other duties as assigned.

- Proficient in documentation management, electronic and paper-based.
- Must possess the ability to establish and maintain effective working relationships.
- Must have excellent oral and written communication skills.
Minimum Education, Experience and Training Requirements:
Graduation from high school or completion of a GED, considerable experience in performing technical accounting and budgeting work that involves account maintenance and financial reporting; or any combination of education and experience that provided the above noted knowledge, skill and ability.

Physical Attributes:
The work requires sitting for extended periods at a computer workstation, lifting ledgers, record books, and binders and other associated activities with an office environment.

Work involves exposure to normal, everyday risks.
Unusual Demands:
Work is performed in an office subject to deadlines, some noise and frequent interruptions.
