Pioneering Evolution is seeking a Senior Program/Acquisition Analyst who has experience supporting a DoD ACAT 1 Program. This position is supporting a major US Navy program of record and will require the selected candidate to work closely with the Program Manager, Deputy Program Manager, and other senior Program Leadership. The ideal candidate will have a strong background in DoD 5000.02 statutory and regulatory requirements (i.e., development of acquisition strategies, development of cost analysis requirements documentation (CARD), acquisition program baselines (APB), Nunn-McCurdy Act, etc.). The ideal candidate will have knowledge of DoD Planning Programming Budgeting & Execution System (PPB&ES) and experience in planning (task planning), budgeting, analysis, and execution. This position does require coming into the office 3 times a week.
Required Qualifications:
- 5+ years’ experience supporting DoD Program Offices.
- 5+ years' experience supporting a DoD Acquisition Category (ACAT) I, II, III, IV programs.
- Experience doing acquisition planning and execution to include execution of multi-year procurements (MYP), Advanced Procurements (AP), and Economic Ordering Quantity (EOQ).
- Expert-level knowledge of the DoD 5000 series, FAR, DFARS, and NMCARS.
- Experience supporting program milestones and reviews (milestone A,B, and C).
- Experience developing and routing acquisition documentation and artifacts.
- Experience developing program reporting requirements (e.g. DAES, SAR, Congressional RFIs), and development of programmatic acquisition documentation (CARD, APB, etc.).
- Ability to write and review various contract and acquisition documents to include: Justification & Approvals (J&A), Acquisition Plan (in accordance with NMCARs) Statements of Work (SOW), Statements of Objectives, Technical Instructions, and Naval CHINFOs (where required).
- Experience developing and updating programmatic briefings, maintaining records management, and providing meeting support.
- Experience conducting research and developing responses to various data calls (congressional, OSD, Navy, etc.).
- Experience and working-level knowledge of contract types (FFP, CPFF, CPIF, IDIQ, BPAs, etc.).
- Experience advising senior-level program office staff and working with Business Financial Managers (BFMs), Program Managers and technical SMEs.
- Experience managing and adapting to changing priorities.
- Experience with MS Office (Word, Excel, PowerPoint, MS Teams, etc.).
Preferred Qualifications:
- Experience supporting NAVSEA and NAVWAR or NAVSEA Program Offices.
- CAPM/PMP certifications.
