SMLP is a value-driven limited partnership focused on developing, owning and operating midstream energy infrastructure assets that are strategically located in the core producing areas of unconventional resource basins, primarily shale formations, in the continental United States. Summary
The Senior Measurement Specialist is responsible for leading the corporate side of Measurement. The role provides enterprise-wide leadership and management related to the measurement of natural gas, crude oil, NGL's and produced water.
- Maintain Metering Specifications for all Summit Midstream measurement systems, equipment, and hardware.
- Maintain Approved Manufacturers List (AML) for measurement.
- Provide design review and commissioning support to Operations for measurement facilities and measurement equipment for all capital installations. This will include assisting with current design changes and recommendations for future changes based on ensuring compliance with AGA/API standards and Summit Midstream’s Measurement Standards.
- Provide technical support to Operations Measurement Technicians for measurement and troubleshooting issues (all locations).
- Liaise with key approved equipment manufacturers and vendor representatives to ensure proper field support and ensure Summit Midstream is aware of changes to products, software platforms, and services.
- Shall be able to proficiently program ROC, SpiritIT, TotalFlow, Controlwave, and OMNI Flow Computers.
- Provide Contractual reviews and assistance to Commercial/Marketing Group.
- Support corporate audits and lead investigations into mis-measurement issues.
- Will manage all 3rd party lab audits, including coordination, scheduling, gas standards, reporting and follow up discussions and actions related to audit.
- Attend API meetings as necessary to assure that Summit Midstream is represented in any change that would impact the business.
- Witness measurement vendor activities to assure work is being performed in compliance with API standards and that the vendor is following Summit Midstream standards, as applicable.
- Provide training for all Summit Midstream Field technicians (Liquid and Gas) on Measurement practices, including key indicators of measurement problems.
- Audit 3rd party connections to assure they are in compliance with API, company specific measurement manuals and any applicable standards.
- Align with regional measurement teams to identify opportunities for continuous improvement in Measurement.
- Assist Finance/Allocation/FlowCal Team by reviewing and resolving balance issues. Support field measurement team by helping them understand imbalances. Build plan with Flow-Cal/Allocations/Field based on findings. Accountable for identification and analyses of daily measurement shortages that exceed established tolerances and initiate corrective actions by leveraging Measurement Managers, Measurement Technicians and other Measurement Personnel.
- Responsible for resolving third party disputes with and claims from 3rd parties.
- Work closely with Producers, Shippers, and other parties to resolve measurement disputes.
- Regularly audit company’s measurement assets to determine.
- Develop and maintain standard flow computer and related controls configurations.
- Assist at the field level when measurement issues arise and cannot be solved by on-site personnel.
- Other duties as assigned by Summit Midstream management.
Education & Experience
- High School Diploma or equivalent required.
- At least ten years of measurement experience preferred.
- Prior experience in the energy field or a related industry.
Knowledge, Skills & Abilities
- Must have an expert understanding of API and GPA measurement policies and be familiar with the best industry measurement.
- Ability and knowledge to create company Standards and see through adoption.
- Experience with Gas and Liquid Custody Transfer Meter System development and commissioning.
- Excellent decision-making ability, analytical skills, ability to promptly analyze measurement problems, identify the root causes, and resolve measurement issues by the implementation of corrective actions.
- Advanced knowledge of related flow measurement equipment and peripherals is required.
- Ability to install, inspect, test, adjust, maintain, operate, troubleshoot, repair, calibrate advanced measurement and control systems, SCADA interface and quality equipment.
- Must have the ability to read at a level to understand written safety procedures, work procedures, blueprints, P&IDs, work permits, and technical instruction manuals.
- Must be able to provide positive guidance and leadership to team members.
- Ability to organize and prioritize daily work including the ability to quickly change priorities with little notice.
- Ability to communicate professionally and with courtesy to other team members, contractors, and vendors.
- Must possess excellent math skills as it relates to the measurement discipline.
- Willingness and the ability to achieve and maintain certifications as required to perform job duties.
- Advanced knowledge of gas sampling techniques.
- Advanced knowledge of Microsoft applications such as Outlook, Excel, Word, Access, and PowerPoint.
Physical Demands and Working Conditions
- Exert up to 60 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
- The worker is subject to outside environmental conditions including extreme heat and cold as many activities are performed outdoors, in noisy areas that are also subject to moving parts.
