The Bankruptcy Auditor/Financial Analyst (BAFA) shall be responsible for professional accounting and auditing analysis, and related investigative work, for bankruptcy cases assigned to one or more Program offices. Assignments are analytical and investigative in nature and require a professional knowledge of accounting, financial analysis, investigative techniques, and corporate business practices to perform work associated with bankruptcy cases under applicable chapters of law, including especially difficult and complex, chapter 7 and chapter 11 bankruptcy cases.
The BAFA must be able to perform the following specific tasks:
- Examine corporate structures, including assets, liabilities encompassing both secured and unsecured debt, competence of management, income, and expenditures to determine the debtor's short and long-term operating plans and the viability of the business' continued operation.
- Assist the counsel in reviews and analysis of bankruptcy cases submitted by individual debtors and determine adequacy and accuracy of financial documents submitted.
- Perform technical review of reports and assist counsel with the analysis of bankruptcy cases administered by standing and panel trustees and determine their adequacy, accuracy, and compliance with standard business principles and practices.
- Review audits of trustees performed by Independent Public Accountants for thoroughness and adequacy, and to identify substantive weaknesses in trustee performance requiring corrective action to the appropriate government official.
- Review trustee accounting statements on a regular basis to ensure the trustee satisfies bond level requirements and make recommendations to the appropriate government official.
- Perform other legal tasks as directed by the United States Trustee or designee to include but not limited to accounting, financial analysis, investigative, research and other business-related tasks for the regional office.
- BAFA shall provide reports and all other associated work products for each assignment to the appropriate government official.
Requirements
The BAFA shall have the following minimum qualifications respective of position level:
One (1) or more Certification (required):
- Certified Insolvency and Restructuring Advisor (CIRA)
- Certified Fraud Examiner (CFE)
- Certified Public Accountant (CPA).
Bankruptcy Auditor / Financial Analyst I (Junior Level or equivalent).
Minimum Experience: At least one (1) years of experience (required)
Minimum Education: Bachelor's Degree (required)
Bankruptcy Auditor / Financial Analyst II (Intermediate-Level or equivalent).
Minimum Experience: Five (5) years of experience (required)
Minimum Education: Bachelor's Degree (required) / Graduate level degree (preferred)
Bankruptcy Auditor / Financial Analyst III (Senior Level or equivalent).
Minimum Experience: Ten (10) years of experience (required)
Minimum Education: Bachelor's Degree (required) / Graduate level degree (preferred)
Bankruptcy Auditor / Financial Analyst IV (Expert Level or equivalent).
Minimum Experience: Fifteen (15) years of experience (required) / Twenty (20) years of experience (preferred)
Minimum Education: Graduate level (required)
