The Naval Business Unit of the Defense and Civilian Sector has a career opportunity for a qualified Training Analyst Sr Principal (Joint Maritime Operational Level Trainer, Lead Analyst) at Navy Warfare Development Command (NWDC), Norfolk, VA.
JOB DESCRIPTION:
The individual in this position will provide subject matter expertise to NWDC in the accomplishment of their mission to train and sustain three- and four-star Fleet Command Staff MOCs, specifically to improve command and control process readiness at Major and Numbered Fleet Commands, Naval Component Commands (NCC), and when designated, Joint Force Maritime Component Commands (JFMCC) at the Operational Level of War (OLW).
JOB DUTIES:
- Perform duties as a functional observer/trainer to provide joint and operational level staff training to MOC staff senior leadership, MOC core staff (process drivers), and MOC support staff. Specifically, provide functional expertise in one or more of the following areas:
- Integrated Fires, to include joint fires coordination, joint targeting cycle, kinetic and non-kinetic fires integration and mutual support, coordination of tactical fires to achieve operational level effects, and development of prioritized maritime fires inputs from the operational to strategic level.
- Information warfare (IW) integration into operational plans. More specifically, advanced IW capabilities that support the CNO's warfighting vision for fleet-centric operations and massed effects, to include the integration of intelligence and C5ISRT.
- Operational level planning, particularly as it relates to the Joint and / or Navy Planning Process within a JTF, JFMCC, NCC, or NFC HQs.
- Knowledge Management, particularly as it is distinguished from and related to Information Management to support the Commander's decision-making process.
- Act as a Chief Analyst for designated MOC(s), and support government Desk Officers who interface with fleet training officers to ensure collective and consistent proficiency is maintained across the MOCs. Specific responsibilities:
- Develop and maintain currency of standard training products / briefs for functional specialty.
- Assist government Desk Officer, in coordination with MOC Training Officer, in the development of training agreement supporting the MOC training continuum for assigned MOC(s) based on identified training requirements to include training objectives and functional / cross-functional team training.
- Recommend functional observer/trainers (O/Ts) assignments to the government event lead to support each training event.
- Attend MOC training continuum events to improve MOC readiness as designated by NWDC N7 government lead.
- Develop a comprehensive collection management plan for approved MOC training events.
- Coordinate contractor training event travel, lodging and other administrative support, as necessary.
- Brief training team members prior to departure on all aspects of event support to include the road to crisis, scenario review, and supported MOC training objectives.
- As a training event Lead Analyst, responsibilities during training events are as follows:
- Maintain status of O/T journal completion progress, assemble overview comments from the Functional Leads, and develop products as needed.
- Collect and review O/T journal entries for clarity and completeness to ensure accuracy (relevance) and consistency.
- Publish and track training objective attainment and product development timeline.
- Track progress of written product summaries from functional leads and notify Event Deputy if products are late or incomplete.
- Ensure trainers are aware of significant Master Scenario Event List (MSEL) events related to their functional area.
- Provide a daily update on completion of O/T sheets and training objective opportunities to the MOC Training Officer and team deputy.
- Maintain version control of all team products.
- Take notes of team discussions to develop into daily debrief materials for the supported MOC, FAAR slides, CSR drafts or team observer schedules as appropriate.
- Develop a Facilitated After Action Review (FAAR) deliverable to the supported MOC training audience by the designated government lead upon conclusion of the event.
- Collect inputs from team members who support MOC certification events.
- Collect inputs from all team members and draft a written Commander’s Summary Report (CSR) for approval by the designated government lead for delivery to the supported MOC Director.
- Assist in drafting MOC Certification Reports (MCRs) at the conclusion of a MOC certification event.
Qualifications
REQUIRED EXPERIENCE AND CLEARANCE:
- Bachelor of Arts or Bachelor of Science degree with fifteen (15) years of experience. Additional years of experience accepted in lieu of a degree.
- Experience serving on or interfacing closely with (alone or in combination):
- A three- or four-star Navy Component and/or Numbered Fleet Commander staff.
- Two- to four-star service equivalent operational level component staff with experience managing maritime issues.
- Experience in an operational level JTF / JFC HQ serving in a joint or naval coordination role.
- Experience on a strategic level command staff (Combatant Command) with experience coordinating joint or maritime operational level issues.
- Executive level experience in a training or exercise related position performing training analysis on a MOC, other service equivalent, or JTF / JFC staff. Experience may be characterized as a trusted agent for exercise coordination.
- Expert knowledge and demonstrated ability to produce senior executive level written products and technical analysis of either MOC or Joint staff operations and functional performance.
- Must have experience in at least one of the following functional areas:
- Experience in a leadership position on a fires cell of Fleet HQ / MOC staff, JFC or JTF staff, CCMD staff, other service component equivalent. Integrated fires experience is highly desired.
- Experience leading operational level Information Warfare (IW) teams on a Fleet HQ / MOC staff, JFC or JTF staff, CCMD staff, other service component equivalent. IW experience may be characterized by Intelligence support, but should emphasize work integrating IW and/or Intelligence capabilities into the fires and targeting process.
- Experience with daily command level interface in an Operations directorate (N3, J3, or equivalent) to include facilitating meetings, managing or leading planning cells, or providing briefs to a Fleet Commander (NFC/NCC), Joint Force Commander (JFC, JTF), or service level / component equivalent Commander, and their staff principals. Consideration may be given for those with CTF or CSG equivalent leadership experience.
- Experience leading a MOC Fleet Command Center, Joint Operations Center (JOC) or equivalent service component command center.
- Experience leading Knowledge Management processes on a Fleet HQ / MOC staff, JFC or JTF staff, CCMD staff, other service component equivalent.
US Citizen with an active Secret clearance. Ability to obtain TS/SCI.
