OCO's Crisis & Development Services (C&DS) assist people in gaining safety, self-sufficiency, and personal growth through prevention, intervention, and skill-building services. Crisis and Development Services programming includes prevention and outreach, care management and crisis services, and services to survivors of domestic violence, sexual assault, dating violence, elder abuse, and stalking as well as crime victims. These service areas have a diverse funding base with between 40-60 active grants and an annual revenue between $6-9M.
OCO is seeking a Senior Financial Manager to manage the fiscal planning and accounting controls for all programs within Crisis & Development Services. This position performs a variety of accounting activities including budget development, financial analysis, allocation and monitoring of expenditures, and compliant billing. Ensure fiscal compliance with GAAP, Local, State and Federal Guideline and Funder regulations, Contracts, and Agency Policies and Procedures.
JOB SUMMARY:
Manage the fiscal planning and accounting controls for all programs within the assigned Department/s. Perform a variety of accounting activities including budget development, financial analysis, allocation and monitoring of expenditures, and compliant billing. Ensure fiscal compliance with GAAP, Local, State and Federal Guideline and Funder regulations, Contracts, and Agency Policies and Procedures.
JOB DUTIES AND RESPONSIBILITIES:
- Provide direct supervision and performance coaching to assigned fiscal support staff.
- Act as a partner to assigned Director/s; engaging key stakeholders in budget development/modifications, fiscal reviews, compliance, fiscal related funder communications, and providing education related to fiscal policies and procedures and fiscal technologies.
- Complete fiscal reporting & submit invoices in compliance with OCO policies and funder expectations. This will include various platforms like: The State Fiscal System (SFS), Payment Management System (PMS), HUD Secure Systems (eLOCCS), and more.
- Prepare monthly financial reports, submit accruals for revenue and expense, and complete reviews with key stakeholders.
- Provide support for audit activities internal and external. Maintain an audit-ready state on program records, participate in development and implementation corrective action steps when appropriate.
- Develop annual budgets for assigned department in partnership with Director(s) and Coordinators; modifies as necessary.
- Partner with Key Stakeholders to develop line items budgets, fiscal documents, and budget narratives for grant proposals.
- Analyze revenue and expense projections; ensure accuracy of records, prepares recommendations, and provides corrections.
- Complete long and short-term financial planning and analysis at program and department level and provide insight and recommendations to Key Stakeholders.
- Approve expenditures (Invoices and Purchase Orders) based on contract requirements and internal processes and procedures.
- Provide periodic audit of payroll charges ensuring time sheet allocations are accurate. Coordinate with staff supervisors and payroll to update/correct as needed. This may include the processing of Time Sheet Correction Forms.
- Collaborate with Key Stakeholders to refine contract language. Duties may extend to include performance tracking for subcontractors, lease renewal support, and other activities in support of contract, subcontract, and leases.
- Conduct announced and unannounced audits and reconciliations on various accounts as assigned.
- Assist with coordinating collections and the timely approval of write-offs with Senior Director or Finance.
- Recommend changes in systems and policies; implement approved changes.
- Act in an advisory capacity in the absence of the Department/Program Directors on financial and business-related matters.
- Maintain a collaborative working relationship with Agency staff and external funders with a focus on finance and compliance.
- Attend and participate in meetings, conferences, and work groups as required.
- May be responsible for completing Consolidated Financial Reports (CFR).
- Perform other fiscal responsibilities and special projects as assigned. Some departments may have specific responsibilities unique to them … these may include preparation of the Consolidated Fiscal Report (CFR), or may include complex invoices.
JOB REQUIREMENTS:
- Must have thorough knowledge of administrative/business operations, accounting practices, financial reporting, regulations, agency, department, and program policies and procedures.
- Must have experience with budgets, grants, and fee-for-service billing; must display thorough knowledge of accounting principles, practices, and income statements.
- Must possess advanced computer skills in Excel and be familiar with other Microsoft Office tools. Familiarity with accounting systems is expected.
- Must have strong organizational skills, devise methods for completing duties, and be able to carry out tasks efficiently.
- Must display courtesy, tact, and professionalism; and be able to work independently and within a team.
- Must readily acquire familiarity with local, state, and federal organizations including funding sources and regulations.
- Must be able to exercise independent judgment, solve problems, gain cooperation of others, and display initiative and resourcefulness.
- Must have good oral and written communication skills, display professionalism, and have the ability to maintain confidentiality with consumer information and HIPAA compliance.
- Must have valid NYS driver's license with driving record within Agency policy and have access to a reliable vehicle for some travel throughout the County.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Business Administration or accounting; and
- 5 - 7 years’ experience in budgets, grants, and accounting; or
- Any equivalent combination of education, experience, and training.

Full-Time - 37.5 Per Week - Varying Schedule
The position will split their time between Oswego and Fulton Sites and may have flexibility for some Remote Work once established in role.
