About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
What you will do at Harris County Flood Control District:
Harris County Flood Control District is seeking a qualified candidate for the role of Senior Program Analyst.
Reporting to the Chief of Staff, the Senior Program Analyst applies analytical skills, program management, and project methodologies to cross-department performance management, administrative, budget, finance, and other major initiatives to enhance the Flood Control District's performance and efficiencies.
Essential Duties and Responsibilities:
- Monitor, track, outline, analyze, and evaluate key performance indicators performing root cause analysis where problems exist and facilitate the formulation of solutions with staff. Develop data driven tools and/or work with existing performance management staff to evaluate and use current systems.
- Develop reports, memos, presentations, special documents, publications on complex issues and conduct briefings for senior leadership.
- Lead cross functional special projects and initiatives that achieve organizational strategic plan and goals.
- Conduct quantitative and qualitative analyses, as required, consistent with commonly accepted practices for program evaluation. Conduct critical, comprehensive investigations to evaluate the impact of specific policies and procedures.
- Confers regularly with management to keep apprised of new or changing process, procedures, requirements, and special priority matters.
- Participate in developing management and administrative policies, procedures, and strategic plans with short and long-term objectives and deliver more efficient operation.
- Provide administrative support to Chief of Staff, as necessary.
- Perform other duties that may be added or changed as the course and scope of the job directs.

Education:
- Bachelor’s degree from an accredited four-year college or university.
Experience:
- Five (5) years of relevant work experience (i.e. business analysis, data analysis, project management, operations management, program analyst, policy analysis, or related experience).
- Experience working with executives and handling highly confidential information.
Licensure:
- Valid Class "C" Texas Driver’s License.
Knowledge Skills, and Abilities:
- Advanced knowledge of program evaluation, performance management, and process improvement techniques, and their application.
- Excellent interpersonal skills and the ability to effectively communicate both orally and in written format.
- Strong skills using Microsoft Office and other applications (Outlook, Word, PowerPoint, Excel, TEAMS, SharePoint, Adobe, Power BI, etc.), including complex Excel functions, pivot tables, charts, etc.
- Develop standard operating procedures, written protocol, and guidance materials.
- Be responsive to numerous concurrent requests; and to establish priorities to advance a large body of work.
- Conduct research on the feasibility of proposed solutions to operational gaps or inconsistencies to positively influence the overall department mission.
