Position Focus: Reporting to the Assistant Vice President of Financial Planning and Analysis, directs the preparation of the university’s capital budget and reports on spending, funding, and budget status to key stakeholders. Works closely with facilities and capital accounting to ensure coordination of information, integrity of data and adherence to university policies and procedures. Prepares annual budgets for CRC, external interest expense, debt fees and capitalized interest, preparing 10-year plans and detailed analysis of the impact to the university’s operating budget. Attends CPMG and OPR to provide site line to future projects and potential need for funding outside of the capital budgeting process. Coordinates debt and cash management analysis with the Investments office. Uses high-level analytical and database skills to monitor trends, identify areas for consolidation, savings and maximization of return on investment. With New Haven Affairs leadership, evaluates and performs analysis on lease vs. buy decisions for the university.
Essential Duties: Serves as a strategic advisor to senior leaders and provides high-level support for identifying, developing, and presenting high-quality analysis and advice related to assumptions in the University long-range plan, annual budgets, and forecasts. Responsible for developing, analyzing, and monitoring long-term plans, annual operating budgets, and capital budgets for various units and activities within the university. Analyzes current models for effectiveness, proposes modifications, and enhancements to achieve efficiencies and accurate results. Uses the latest tools to gather, analyze, summarize, and present recommendations regarding complex financial matters using data from multiple sources. Researches and evaluates information to resolve issues and/or influence decisions. Establishes, implements, and/or maintains strong internal controls in areas of assigned responsibility to provide reasonable assurance of effective and appropriate resources, adherence to contractual obligations, and external regulatory requirements. Leads and manages significant portions of the institutional long-range planning, budgeting and/or forecasting processes, providing high-quality complex financial analysis to senior leaders for decision making. Provides oversight and quality control for all feeder models to the plan. Fosters teamwork and collaboration among staff and with key partners throughout the University. Models and advances the University’s financial management philosophy and principles; improves understanding, development, and application of leading practices. Responsible for reports and presentations that will inform and advise decision makers of the University including the Officers and the Yale Corporation Finance Committee. Identifies and articulates major external and internal factors which may have a significant (multi-million dollar) impact on the University’s financial results; determines potential implications for the University; and makes recommendations. Identifies areas where an opportunity exists to improve financial results and designs and implements financial analysis to investigate the opportunity. Designs and implements enhancements to the process that improve efficiency and allows for a greater use of resources on analysis with less time spent on mechanics. Builds the capability and capacity of the finance office and supports efforts to build capability and capacity in Yale Finance overall. Directs junior staff in the office providing development, training, and support. May perform other duties or analysis as assigned.
Required Education and Experience: Bachelor’s Degree in Finance or Business Administration and ten years of related experience, or an equivalent combination of education and experience.
