Headquartered in Maricopa, Arizona, Electrical District No. 3 (ED3) is a cost-based (not-for-profit) public utility dedicated to providing reliable and cost-effective electrical services to local communities. ED3 serves over 75,000 city residents and 5,000 non-city residents.
This newly created Assistant Director of Financial Services/Controller position has been developed as a result of the growth of the District. Under the general supervision of the Director of Financial Services, the Assistant Director of Financial Services/Controller is responsible for managing multiple utility accounting activities and systems and supporting the financial team by helping to organize decision making processes, defining and resolving problems, exchanging information, and coordinating accounting activities. The Assistant Director of Financial Services/Controller guides financial decisions by establishing, monitoring, and enforcing policies and all accounting procedures. This position supervises the accounting team including Senior Accountant, Accountant, Accounts Receivable Specialist, and Accounts Payable Specialist.
Additional responsibilities of the Assistant Director of Financial Services/Controller:
- Oversees a budget of $110+ million, that includes electric revenue and irrigation District(s) revenues.
- Reviews and authorizes accounting transactions, records, and reports.
- Manages and leads the Annual District Audit.
- Provides strategic financial and accounting advice to the utilities executive team.
- Develops, reviews, analyzes, and presents monthly financial statements and reports including presentation to the Board of Directors.
- Researches, implements, and properly applies accounting standards for all applicable accounting processes.
- Develops, reviews, and presents technical reports in oral and written communication before executive staff, assisting with rating agency presentation preparation as needed and the District(s) Board of Directors.
- Initiates and develops improvements for existing accounting programs and/or projects.
- Serves as the financial point of contact for all District accounting activities.
- Designs and implements financial processes, maintains those processes and procedures, and makes regular improvements from year to year.
- Serves as a strategic goal manager in advancing the utility’s financial priorities.
- Responsible for the full range of Supervisory activities including selection, evaluation, counseling, and recommendation for dismissal.
The starting salary for this position will be $135,000+/- depending on qualifications. This position requires a Bachelor's degree in Accounting, Economics, Business Administration, or a closely related field. Candidates should have four or more years of experience in finance, accounting, budgeting, or operational and financial analysis. Additionally, three to five years of experience with a utility company, specifically in utilities auditing, financial modeling, and financial budgeting, is essential. The candidate must hold a CPA (Certified Public Accountant) license or be able to obtain the license within one year of the initial employment date.
The desired candidate for this position will be adept at reviewing and evaluating internal control systems and auditing procedures, ensuring financial statements conform to accepted auditing standards, accounting principles, and FERC accounting. The candidate must demonstrate expertise in supervisory and management techniques, alongside a deep understanding of the operation, applications, capabilities, and requirements of automated support systems, equipment, and utility accounting software.
