Department Overview
The Sourcing organization is the functional lead for the procurement of materials and services at Pacific Gas and Electric Company. The department collaborates with internal clients and suppliers managing >$10 billion of annual company spend to develop mutually beneficial total cost solutions for goods and services. The department provides the following services to internal clients: procurement of goods and services, strategic sourcing and cost savings, contract management, supplier relationship management, supplier diversity planning, execution and outreach, compliance management, ongoing procurement field support and management of the procure to pay cycle.
Position Summary
You will be responsible for driving the client experience by developing and leading effective Strategic Sourcing strategies and effective category management supporting Electric Distribution Services. Your team will be responsible for managing a team ensuring business alignment in support of portfolio goals through the category planning, governance and contract execution processes which will result in identifying opportunities delivering the most value to the organization. This position is hybrid, working from your remote office and your assigned work location based on business need. The preferred work location is Oakland. The assigned work location will be within the PG&E Service Territory.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.
A reasonable salary range is:
Bay Area: $140,000 - $238,000
and/or
California: $133,000 - $226,000
Job Responsibilities
- Develops strategic portfolio and category plans to generate cost savings, deliver service excellence, optimizes diversity spending and total cost of ownership for key functional areas.
- Directly supervise Category Leaders and assist them in ongoing development.
- Leads complex cross-functional teams in the execution of strategic sourcing initiatives and oversees contract spend across multiple spend categories.
- Develop and implement sourcing policies that integrate and align with other relevant companywide processes.
- Manages spend analysis, needs assessment, benchmarking and business case development.
- Leads development and execution of negotiation strategies.
- Effectively design and communicate a business case with recommended alternatives to ensure stakeholder alignment.
- Leads the review and approval of the Gated 7 Step Sourcing Process with CPO and functional area leadership.
- Oversee and attend field visits, bid walks, conferences and other opportunities that will develop deep category knowledge.
- Provide input and support to enable successful implementation of key supply chain initiatives and to meet KPIs included on the CPO Dashboard.
- Provide all oversight for compliance for Sourcing Portfolio including I.A., SOX and sourcing policies and contract quality (CQ).
- Facilitate continuous improvement in tactical processing of contracts in assigned Portfolio and client experience through improved contract process requirements and contract governance.
- Approves contracts up to $10 million.
- Manages continuous improvement-based relationships that deliver mutually beneficial results for PG&E and its suppliers.
- Monitors and maximizes customer satisfaction using standardized client service level agreements.
- Assist clients in After-the-Fact Purchase Orders (AFPO) policy adherence, blocked invoice resolution and overall AFPO reduction in your Portfolio.
Qualifications
- Bachelor’s Degree or equivalent experience.
- Job-related experience, 8+ years sourcing or related industry experience.
Desired:
- Experience in strategic sourcing, 8+ years.
- 10 years of work experience in procurement or sourcing.
- Master’s Degree in Business Administration or job-related discipline or equivalent experience.
- Engineering, manufacturing, construction, field maintenance operations, or related electric utility experience.
- Experience sourcing Construction services.
- Demonstrated leadership and management skills 2+ years.
- Experience in project management and/or PMP Certified.
- ISM-Institute for Supply Management CPSM-Certified Professional in Supply Management certification.
- LSS-Lean Six Sigma Certification.
- Ability to lead cross-functional teams by understanding diverse stakeholder interests, adapting strategy, and influencing customers and business partners.
- Ability to identify and resolve problems and implementation barriers.
- Ability to plan, execute, monitor, and report the status of a cross-functional project and team from start to finish.
- Understanding the steps of the strategic sourcing process and be able to effectively implement strategic sourcing initiatives through face-based negotiations with suppliers to achieve the best results for PG&E.
- Ability to work with suppliers to ensure compliance to requirements, quality and delivery performance, and to develop and continuously improve capabilities and service.
- Ability to develop, execute, and manage a strategy for sourcing a commodity or group of related products or services.
- Demonstrate skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Advanced level in communicating and presenting business cases to officers and ability to manage expectations at the executive level.
- Advanced negotiation skills.
- Advanced level in developing strategy needed to support the company and department vision; translates strategies into plans that others can comprehend and implement.
- SAP/Ariba proficiency.
- Advanced proficiency in Microsoft Office (especially Excel and PowerPoint).
- Experience with Power BI.
