The Virginia Department of Transportation is excited to announce an opportunity to serve as a Senior Auditor in the Assurance and Compliance Office (ACO). This position is based in the VDOT Central Office located in downtown Richmond, Virginia. We are looking for energetic and talented professionals to join our team and make a positive contribution towards successful completion of ACO’s core functions which include, but are not limited to:
- Internal Audits
- Special Projects
- Hotline Investigations from the State, Fraud, Waste, and Abuse Hotline administered by the Virginia Office of State Inspector General (OSIG)
- Internal Investigations
- Federal Acquisition Regulation (FAR) Indirect Cost Rate Evaluations
- Architectural and Engineering (A&E) Firms Pre-Award Analysis
- Annual Comprehensive Financial Reports (ACFR) evaluations
- Certified Public Accountant (CPA) Indirect Cost Rate Audit Workpaper Reviews
Position specific responsibilities and duties include, but are not limited to:
- Independently perform and complete initial planning and survey work, including development of comprehensive audit programs outlining procedures to be followed in gathering sufficient, competent, and relevant evidential matter in accordance with divisional standards.
- Independently perform audit procedures as outlined in the audit program with resultant audit findings and conclusions supported by sufficient, competent, and relevant evidential matter in accordance with divisional standards.
- Independently develop audit reports that efficiently and effectively communicate the audit findings and conclusions with appropriate recommendations for correcting audit deficiencies and strengthening internal controls in accordance with divisional standards.
- Independently monitor and report on post-reporting corrective action plans in accordance with divisional standards.
- Independently plan, perform, and monitor multiple work assignments to ensure completion of assignments within assigned time and hour budgets.
- When Auditor-In-Charge (Lead Auditor) or otherwise assigned, perform supervision, training, and mentoring of assigned Auditor I teammates.
- Understanding of VDOT work zone safety requirements demonstrated through maintaining safety and situational awareness when visiting VDOT work zones.
Minimum Qualifications
- Extensive knowledge of GAAP, GAAS, and IIA Audit Standards.
- Ability to work successfully independently and as part of a team.
- Ability to supervise, train, and mentor Auditor I teammates.
- Ability to review a function, area, or situation and formulate applicable audit procedures.
- Ability to listen to management and others and guide inquiries to resolve problems.
- Skill in the use of computers and software applications.
- Ability to analyze financial and other business data to propose resolutions to issues.
- Ability to proactively interpret and apply relevant VDOT, federal, and state regulations related to various types of audits and reviews.
- Ability to promote development of innovative audit processes, programs, etc. to meet changing needs.
Additional Considerations
- Experience with Wolters Kluwer TeamMate auditing software preferred
- Progressively responsible auditing experience including in-charge experience on complex and/or unusual audits
- A combination of training, experience, or education in accounting, business, finance, or related field desired
- CPA, CIA, CISA, or other applicable professional certification preferred
- A combination of training, experience or education in Audit Services or related field desired
