The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
The Department of Health and Human Services (DHHS) seeks a Management Analyst IV to oversee and supervise the Division of Health Care Financing and Policy Medicaid Data Analytics unit within the DHHS Office of Analytics. The Medicaid Data Analytics unit is responsible for the collection of and analysis of health program data, including but not limited to the analysis of Medicaid claims, utilization, enrollment and cost; preparing analytical reports; assisting with analysis of fiscal impact related to rate and policy changes; conducting data analysis and statistical analysis for special studies and research; and overseeing the completion of other ad-hoc and recurring data/statistical and reporting needs of the agency. This position maintains data quality and control and provides advanced technical leadership to the agency and directly supervises 9 employees. This position will provide leadership for the team and ensure all requests related to medical claims, social services, and health program data from internal and external partners are completed within specified timeframes in a fast-paced working environment under minimal supervision.
Assignments will include gathering data from multiple sources, data processing, exploratory data analysis, anomaly detection, measurement, unstructured data analysis, interpretation of findings, predictive and prescriptive modeling, presentation, and system automation. This position will also assist in preparing comprehensive reports that include discussion of substantive issues related to data science methodology for health care service delivery, public health surveillance and related applications, assessment of the adequacy and quality of data used in the analyses, explanation of the methods and results, and relevance to the issue under study, as well as model outputs, findings, and recommendations; support the preparation of technical reports and data files for publication or other public dissemination; produce static and interactive data visualizations to communicate findings to internal and external audiences; and prepare materials for presentations to other analytical staff and to Federal, State, and local health program managers and state officials such as the Nevada Legislature and Governor's Office.

In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
- Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and four years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR
- Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and four years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR
- graduation from high school or equivalent education and six years of professional experience as described above; OR
- one year of experience as a Management Analyst III in Nevada State service; OR
- an equivalent combination of education and experience as described above.

This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.
