University of Houston - Clear Lake Senior Budget Analyst
Location: Houston, Texas
The Senior Budget Analyst performs senior level professional work by providing data analysis, preparation of reports, and design of presentation materials. This role compiles and analyzes complex financial and institutional data by extracting and defining relevant information. The analyst assists in the preparation of the Annual Operating Budget by monitoring, collecting, extracting, and analyzing data. Additionally, they provide guidance and training for business administrators in the development of departmental operating budgets, research, and analysis, while maintaining institutional financial integrity by ensuring all funds and ledgers are balanced and enforcing positional control through application of budget policies and procedures.
Duties:
- Assist in the development and design of queries and/or budgeting tools to aid in research and analysis.
- Facilitate budget training and assist in the ongoing design of training modules.
- Assist in preparation and design of audience-minded comprehensive monthly reports and presentations.
- Enforce institutional position control through application of policies and procedures, and conduct periodic feasibility studies to maintain optimal business continuity.
- Compile and analyze complex financial and institutional data for the purpose of determining past financial performance and projecting financial probability.
- Assist in the development of the institutional Annual Operating Budget through research, data analysis, program costing, forecasting, and document preparation.
- Conduct quarterly financial reviews of business administrator’s college or division and track key performance indicators.
- Perform related duties as assigned.
Qualifications
Required:
- Bachelor's degree in Business, Accounting, Finance, Data Analytics, or a related field.
- Minimum of three years of directly related higher education job experience.
- Working knowledge of State and Federal policies and regulations in Higher Education, Finance, and Budget.
- Skills in budget development, planning, and processes.
- Working knowledge of accounting rules and principles.
- Skills in financial projections, cost analysis, and variance reporting.
- Skills in Microsoft Office, specifically Excel, SharePoint, and TEAMS.
- Ability to effectively use budgeting software (preferably Hyperion and PeopleSoft).
- Ability to translate data into financial reports and analysis as well as the ability to analyze and solve complex problems.
- Excellent oral and written communication skills.
- Ability to facilitate and deliver professional training sessions.
Preferred:
- Master's degree in Business or Data Analytics.
- Experience working in Texas higher education.
- Experience working with Oracle systems.
