O’Berry Neuro-Medical Treatment Center is a regional skilled nursing facility specializing in providing care for approximately 140 adults with chronic, complex, medical conditions that coexist with neurocognitive disorders. The facility operates 24/7 and employs approximately 500 staff. The organizational unit embraces a centralized work statement to ensure the strategic mission of Department of Health and Human Services (DHHS)/Department of Human Resources (DHR) is achieved. O'Berry Neuro-Medical Treatment Center Human Resources Department provides total human resources administration to promote optimal facility operations through recruitment, benefits and leave administration, classification and position management, salary administration and employee relations functional areas.
This position is accountable to the Human Resources Manager for the employee/employer relations program at O'Berry Neuro-Medical Treatment Center. The position provides consultation to management and employees, facilitating problem solving and conflict resolution processes; ensuring all department disciplinary and grievance policies and procedures are administered fairly and uniformly; reviewing all disciplinary actions for technical content and accuracy; conducts exit interviews; manages Unemployment Insurance, Performance Management (NCVIP), and Employee Assistance Program (EAP). This position serves as an Assistant Human Resources Manager. As needed, the role will lead the day-to-day operations of the Human Resources office, reviews the work of others to accomplish department goals, and assists with special projects and initiatives; allowing the Human Resources Manager to address strategic operational opportunities.

- Establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations and/or decisions within delegated level of authority.
- Works independently to complete tasks assigned and will plan, direct, and review the work of other employees.
- Functions in an environment of multiple priorities, while completing work with an attention to technical content, detail, and accuracy.
- Conducts confidential meetings, supports investigations, mediation, and prepares accurate verbal and written correspondence.
- Proficiency in Microsoft Office Suite: Outlook, Microsoft Word, Excel, and PowerPoint to complete letters, reports, and presentations.
- Mentors, leads, and fosters growth and development of other HR professionals.
Management Preferences
- Knowledge of State of North Carolina Human Resources policies.
- Human Resources experience in an Employee Relations and/or Equal Employment Opportunity consulting role.
- Demonstrated experience analyzing employee relations issues and recommending sound solutions based on applicable employment laws, policies, procedures, and/or best practices.
- Experience using Human Resources Information Systems (HRIS).
- Other DHHS HR functional area knowledge that may include recruitment, benefits and leave administration, classification and position management, salary administration, and time management/payroll.

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
