Introduction: We are looking for a dedicated and experienced Acquisition Coordinator (AC) Support Specialist to join our team. This role involves assuming a portion of the overall AC responsibilities for Sponsor acquisitions, with specific project assignments from the Sponsor. The successful candidate will manage multiple concurrent source selections, provide guidance on the source selection process, and support various acquisition activities to ensure smooth and effective operations.
This position is contingent upon contract award.
Key Responsibilities:
1. AC Support for Sponsor Acquisitions:
- Assume responsibility for managing 5 to 15 concurrent source selections, with up to six acquisition teams requiring active AC support at any given time.
- Review nearly-final acquisition packages with RDC personnel to identify potential issues impacting proposal evaluations.
- Serve as the primary advisor to the customer Contracting Officer (CO) throughout the source selection process, offering coaching and guidance.
- Coordinate training for conference rooms and evaluation tools, assemble team reference materials, and ensure all resources are available for effective source selection.
- Provide expert advice on Sponsor policies, procedures, and best practices for proposal evaluations.
- Support evaluation team meetings, including kickoff, consensus, and consistency checks, and manage source selection tool reports.
2. Trends Analysis and Process Improvement:
- Identify and share lessons learned, best practices, and emerging trends across acquisition projects.
- Research and summarize recent source selection trends and activities within the Federal Government and IC, including protests, court rulings, and innovative techniques.
- Implement process improvements and share insights with Sponsor personnel to enhance acquisition practices.
3. Workforce Development Support:
- Generate and update acquisition content to support Sponsor acquisition officers in planning and source selection phases.
- Develop Workforce Development Artifacts, including acquisition bulletins, templates, guides, and training resources.
- Facilitate and support Sponsor events and workshops, and assist in formal training content development.
4. Administrative Functions:
- Designate and manage at least one Data Transfer Officer (DTO) to facilitate the transfer of solicitation documents and source selection materials.
- Attend biweekly Sponsor Staff Meetings to provide status updates on active acquisitions and discuss Sponsor-wide topics.
- Validate and cross-check the Sponsor’s quarterly Business Opportunities Forecast to ensure accuracy and identify any inconsistencies.
Skills Required:
- Proven experience in acquisition support and coordination, including managing source selections and advising on acquisition processes.
- Strong understanding of Sponsor policies, source selection procedures, and best practices for proposal evaluations.
- Excellent organizational, communication, and problem-solving skills.
- Proficiency in managing and reviewing complex documentation and providing actionable feedback.
- Ability to work collaboratively with various teams and stakeholders, and effectively manage multiple projects simultaneously.
- Experience with data transfer and document management in a secure environment.
Required Qualifications:
- Eight (8) years of demonstrated acquisitions experience with acquisitions of varying strategies, complexities, and contract types
- Experience supporting Federal Government competitive source selection activities
- Experience with FAR Part 15 Best Value Tradeoff competitions (acquisition planning an/or source selection)
- Experience in roles that require strong interpersonal and organizational skills, multi-tasking skills, and attention to detail
- Experience identifying, handling, and diffusing challenging situations
- ISSA/TS Clearance
Desired Qualifications:
- Certified Professional Contract Manager (CPCM), Certified Federal Contract Manager (CFCM), Certified Commercial Contract Manager (CCCM), or Certified Contract Management Associate (CCMA)
- Acquisition and/or program management DAWIA or FAC-C certification (or equivalent)
- Expertise and experience with Sponsor acquisition regulations
- Experience serving on a Federal Government competitive source selection team
- Experience with OTs
