OUR CLIENT is looking to add a LABOR RELATIONS SPECIALIST to their team of HR professionals.
The Labor Relations Specialist is a tactical member of the Human Resources team who will administer all aspects of the agency's employee and labor relations. The Labor Relations Specialist will act as the sole liaison between management and labor unions while fostering positive employee, union and management relationships. The ideal candidate has a deep and proven understanding of labor laws, contract negotiations, and conflict resolution strategies.
The successful Labor Relations Specialist will:
- Act as the primary point of contact for union representatives, fostering open communication and maintaining positive working relationships.
- Handle routine labor relations and human resources inquiries related to policies, procedures, corrective action, and bargaining agreements; refers complex matters to appropriate management staff.
- Lead negotiations for collective bargaining agreements (CBAs) with the labor union, ensuring that contracts align with organizational goals and legal requirements.
- Manage the grievance process by investigating complaints, facilitating resolutions, and ensuring timely and fair outcomes in line with labor agreements.
- Conduct initial interviews and gather information for employee relations matter such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required.
- Collect information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
- Conduct surveys, interviews, and other research related to Human Resources policies, compensation, and other labor negotiations; collect information and report results to the Human Resources Director.
- Maintain knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources.
- Assist with preparation of plans, policies, documents, and reports including EEO-1, affirmative action plans, organizational charts, labor agreements, and employee handbooks.
- Actively listen to all sides of a disagreement; seek understanding of undisputed facts, identify areas of mutual agreement, and suggest possible areas for compromise.
- Assist with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations.
- Design and implement recognition programs, develop strategies to increase employee engagement and morale, and manage cross-functional collaborations to align with organizational goals.
- Analyze and monitor trends and metrics to develop solutions, programs and policies.
**Will perform other duties and assume other responsibilities as deemed necessary by management.
REQUIREMENTS:
- Knowledge of and familiarity with State and Federal Employment Law and HR best practices
- Knowledge of agency technology and platforms used to include HRCM, ATS and data/communications systems
- Advanced communication skills, both orally and in writing.
- Ability to work interdepartmentally cohesively with all staff levels.

- Bachelor's degree or higher in Human Resources, Labor Relations, Business Administration, or a related field (Relevant experience may be considered in lieu of a degree, provided that the candidate demonstrates equivalent skills, knowledge, and competencies acquired through active professional practices.)
- 3-5 years' previous experience in Human Resources, Labor Relations, business administration, or related role
- Previous experience with collective bargaining, in-depth knowledge of labor laws and strong conflict resolution skills
