Job Summary
Under the direct supervision of the Behavioral Health Clinical Director, the incumbent is responsible for clinical supervision of the clinical staff located at Graf Rheeneerhaanjii, including mental health clinicians, case managers, and other program employees. Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Representative Duties: Under the direct supervision of the Behavioral Health Clinical Director, job incumbent will be assigned from the following representative duties:
- Operates in accordance with Behavioral Health vision, guiding principles, service philosophy and service model and established policies and procedures.
- Provides clinical supervision to staff as assigned in adherence to Behavioral Health Clinical Supervision policy. Clinical Supervision must be in writing, per policy.
- Conducts chart reviews according to policy. Reviews charts from each service unit to assure clinical documentation meets policy standards, appropriateness of clinical documentation, and effectiveness of treatment services.
- Conducts bi-weekly case conferences on a scheduled basis.
- Reviews, approves and signs initial treatment plans, as appropriate.
- Follow-up with clinical staff on data reports to assure appropriate and timely data.
- Provides direct supervision, assess training and skill development needs, and oversee staff development.
- Attends training to enhance and update skills as directed by Clinical Director or in congruence with trainings offered on Quarterly Training schedule.
- Assist in development and implementation of new services and programs, redesigns existing programs and services as directed by the Behavioral Health Clinical Director.
- Research and compile narrative and statistical reports and other documentation as indicated by the Behavioral Health Clinical Director.

Minimum Qualifications
Master’s Degree from an accredited university in Counseling, Clinical Psychology, LCSW and Minimum five years’ experience in providing clinical oversight of programs to include clinical supervision.
- Licensed (LPC, LCSW); chemical dependency certification preferred.
- Two years postgraduate clinical work experience in program serving children and/or adolescents.
- Two years substance abuse treatment experience.
- Two years supervisory experience in a health care setting.
- Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills and Abilities:
- Experience with documentation and service design that meets Medicaid, State, and CARF standards.
- Ability to retrieve and compile data from resource patient management systems, information management systems, and other sources for inclusion in required reports.
- Knowledge of and work experience in working with rural Alaska tribal government entities; non-profit organizations, and the Indian Health Service.
- Strong verbal, written, interpersonal, organizational, and analytical skills.
- Experience with computerized management information systems. Strong computer skills using Microsoft Word, Excel and Oracle programs.
- Ability to work independently and within a team environment.
- History of providing culturally appropriate Behavioral Health clinical services which are congruent with Alaska Native values and traditions.
- Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.
Supervision: Job incumbent will provide clinical oversight to program specific staff and may be responsible for staff in more than one program.
Physical demands: Work is primarily sedentary, with long hours sitting in front of a computer terminal typing. Extended hours may be required, when necessary. Incumbent must be able to work accurately and efficiently in a busy and sometimes stressful environment. Travel is expected including village travel and dependent on program supervised.
Summation: Must be a self-starter, capable of independent judgment and thought, have the ability to interpret state/government regulations and apply them to programmatic activities. Must be capable of meeting various deadlines and attend and participate in various committee and statewide meetings. The candidate should have extensive experience working in the behavioral health care environment and be knowledgeable of laws and regulations that influence this environment. Extensive experience in drafting, revising and implementing clinical policies and procedures required. Work experience in the health care setting is crucial. Candidate would work independently and within a teamwork environment at the local and statewide level.
