Overview:
The Nuclear Nonproliferation Division (NND) at Oak Ridge National Laboratory (ORNL) seeks applications for a Group Leader of Software Engineering in the Mission Management Software (MMS) Section, which focuses on developing, implementing, and maintaining software systems that support mission applications across the nuclear nonproliferation program as well as the broader research and development (R&D) performed throughout ORNL.
NND is a division operating within the National Security Sciences Directorate (NSSD) at ORNL. A key mission of NND is delivery of R&D needed to improve the protection of nuclear materials and fuel cycle technology and prevent the theft, diversion, and illicit use of those materials or technologies, while at the same time allowing for their peaceful use in the global arena. NND staff contribute world-class research, technology development, and deployment support that plays a vital role in the implementation of the national policy on nonproliferation and counterproliferation. We strive to ensure global nuclear security. The division provides a range of expertise, facilities, and equipment and applies these combined assets to address challenges related to nonproliferation, safeguards, counterproliferation, and global nuclear security.
The MMS Section consists of software developers and implementation specialists who partner with subject matter experts (SMEs) to improve mission execution and efficiency through software-based solutions including web, desktop, and mobile applications. Examples include information management systems, data collection and analysis, materials tracking, and analytical tools that support nonproliferation. Staff engage with SMEs to establish requirements, program and test custom software, deploy and/or host, prepare user documentation, and provide ongoing maintenance and enhancements. We support activities funded primarily by the National Nuclear Security Administration (NNSA) and the Department of Energy (DOE).
The successful candidate will provide technical, programmatic, and professional leadership for software development staff - engaging others across the division and laboratory to help sustain and grow ORNL's impact on nuclear nonproliferation missions.
Major Duties/Responsibilities:
- Establish vision and direction within the group and advance opportunities for programmatic and technical engagement outside the group.
- Actively participate in the planning and execution of software development projects supporting nuclear nonproliferation, global nuclear security, and other major R&D mission areas of NND, NSSD, and ORNL.
- Collaborate with the Systems Management Group to ensure all aspects of the software development life cycle (SDLC) and compliance with applicable standards are followed.
- Represent group-level activities for programmatic review to NNSA and other government agencies.
- Recruit, retain, and develop highly qualified staff that meet the scientific, technical, and professional standards established at ORNL and exhibit the values and vision established by NSSD.
- Provide meaningful performance feedback to individuals and ensure that staff skills and expertise are effectively utilized. Recognize, reward, and motivate staff to achieve their fullest potential.
- Accept responsibility for the scope, schedule, and budget of projects that are driven by staff within the group.
- Provide professional leadership, encouraging individual career development and group synergism by identifying and supporting opportunities for personal and professional growth.
- Work with customers and collaborators to represent the section as well as the capabilities of the broader division, directorate, and laboratory organizations.
- Some domestic and international travel may be required.
Basic Qualifications:- MS or BS degree in computer science, engineering, the physical sciences, or applied mathematics.
- 10 years of experience in the development, testing, and operation of web-based and desktop software systems that address complex problems posed from various research, engineering and/or facility infrastructure needs.
- Demonstrated experience leading software development projects, including team and resource management, from concept to completion (full SDLC implementation).
- Demonstrated experience with various software development methodologies and accompanying ALM tools.
Preferred Qualifications:- Excellent written and verbal communication skills.
- Excellent interpersonal skills with a demonstrated leadership ability and a strong commitment to a team environment.
- SAFe certification.
- Fluent in full stack development.
- Proficient in Microsoft stack technologies (i.e., .NET Framework/Core, MS SQL, C#).
- Experience communicating with DOE customers.
- Motivated self-starter who can work independently and participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to changing needs.
Special Requirements: - Visa sponsorship is not available for this position.
- This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
