Job Title: Program Manager- Mental Health Services

Scope of Service: Provides comprehensive planning and support for the coordination, implementation, scheduling, and evaluation of all program responsibilities for effective day-to-day delivery of services. Provides assessment and decision-making skills needed to manage the program and any associated issues on a daily basis. Provides professional development to staff, interns, and volunteers. Reports to the Program Director and is involved in on-call responsibilities. Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS
Salary: Cluster Manager Rate $66,998.40
Program Management:
- Works with Program Director to ensure compliance and delivery of all applicable program goals and objectives.
- Facilitates and monitors effective day-to-day delivery of services within assigned program.
- Manages assigned budget, monitoring costs and allocation of such resources in collaboration with Program Director.
- Assigns caseloads, program duties, and determines scheduling of staff.
- Monitors effective engagement between staff and clients, volunteers, and other identified program supports.
- Ensures that services are person-centered and responsive to individual needs.
- Schedules, attends and participates in agency, team, and inter-disciplinary meetings.
- Facilitates psycho-educational groups as indicated to support client growth and life-skill development.
- Ensures company vehicles are in good working condition and completes periodic maintenance inspections work orders as necessary.
- Maintains property to ensure building/office is welcoming upon entrance and works with team to promote a clean, safe, and organized work environment for both staff and clients.
- Prepares for quality and chart audits, maintains benchmark guidelines, and develops corrective action plans as needed.
- Ensures continuity of care for delivery of services.
- As applicable, adheres to food bank rules, regulations, and submission of data.
Clinical Services and Supervision:
- Supervises program admissions, planning, and discharge processes.
- Plans and facilitates staff and house/community meetings.
- Facilitates coordination with other agencies and/or community services ensuring appropriate client care.
- Monitors documentation of services and the collection of data for contracted/agency reporting.
- Responds to crisis situations and provides appropriate interventions, de-escalation, and debriefing.
- Provides rotating on-call coverage.
- Works with Program Director in the recruitment, selection, and hiring of staff.
- Provides and documents supervision and performance evaluations consistent with agency policy.
- Provides new staff with program orientation and ongoing professional development and training.
- Addresses concerns with staff or other professionals constructively and in a timely fashion.
Quality Assurance – Chart Documentation and Professional Development:
- Adheres to policies and practices as outlined in the staff handbook and program operations manual.
- Consistently works in a respectful, constructive, and cooperative manner with fellow staff and providers.
- Upholds all Health Insurance Portability and Accountability Act (HIPAA) regulations and ensures all necessary releases of information for outside communication are obtained.
- Models culturally competent behavior interacting with clients, professionals/providers, and fellow staff.
- Ensures accuracy of electronic records and case files in accordance with programming, contractual, licensing, and accreditation requirements.
- Adheres to the standards of the Council on the Accreditation of Rehabilitation Facilities (CARF).
- Participates in agency committee work when available or as permitted.
- Completes all trainings as required per program contract and agency policy.
- Attends agency sponsored in-services, outside trainings, conferences and meetings to facilitate continued professional growth and ensure the quality of case management practices.
QUALIFICATIONS:
- Master’s degree in a related behavioral health field preferred with at least 1 year managerial experience. Bachelor’s degree considered with a minimum of three (3) years’ consecutive managerial experience in related field.
- Prior experience working with people with mental illness, addiction disorders, and/or intellectual disabilities is required.
- Valid Connecticut Driver’s license is required. Scattered site and non-24 hr. program positions require the employee to maintain reliable transportation and be willing to transport clients in personal vehicles.
- First Aid/CPR certification or willingness to obtain certification within 90 days of hire. Employee is responsible to maintain ongoing certification.
- Proficient computer skills required, including Microsoft Office and electronic record keeping.
REST- Rapid Evaluation Stabilization and Treatment New Haven, CT
- FT 40 Hours Sunday - Thursday 12 pm -8 pm
