LOCATION: NorCal Stockton Outreach Office
DEPARTMENT: Client and Family Services
CLASSIFICATION: Part-Time (30 hours per week)
SALARY RANGE: $34,375 – 36,184 annually plus benefits
POSITION SUMMARY
- Assist individual consumers with their immigration issues, provide information about their options, and develop strategies with the consumer that support their decisions.
- Advocate for families with their child’s IFSP/IEP and serve as a “Deaf” resource and liaison to NorCal services.
- Advocate for consumers for their right to a qualified interpreter, their Section 504 and ADA (anti-discrimination) rights.
- Help consumers navigate the governmental human services system including Social Security, Medicare, Medicaid, Section 8 HUD, and Cal-Fresh.
- Assist consumers with managing their budget, finding housing, using public transportation, managing immigration status, and obtaining citizenship and other daily living issues.
- Provide crisis intervention for Deaf individuals experiencing abuse or neglect and needing services from police, shelters, adult protective services, and CPS.
- Assist in coordinating licensed counseling, alcohol/drug treatment, and mental health services for the consumer based on consumer’s health insurance, geographic area, and program eligibility.
- Develop and maintain relations with governmental and community organizations that serve as resources for Deaf consumers.
- Provide and coordinate Deaf 101 presentations or workshops such as for teaching ASL; DMV; or Citizenship courses; outreach to Deaf immigrant adults and network with cultural and linguistic community-based organizations in the community.
- Function as Deaf Interpreter when needed.
- Adhere to agency policies and work rules including confidentiality, code of ethics, and conflict of interest. Work as a team member of NorCal in furtherance of its mission.
- Participate in a team-oriented approach to case management; attend full staff and other meetings and trainings as required.
- Maintain appropriate and confidential case files, records, and statistical data on all client contacts and provision of services in accordance with NorCal policies and procedures.
- Complete special projects and perform other duties as assigned by the Service Coordinator, Deputy Director, or CEO.
QUALIFICATIONS
Fluent in 3 languages including American Sign Language, English plus ONE other language such as Mexican Sign Language, Russian Sign Language, Spanish, Punjabi, Farsi, or another language to qualify as tri-lingual advocate.
Degree, diploma, or certification in a related social service field; or equivalent combination of education, training, and experience. Prior professional experience working with deaf and hard of hearing adults; must be fluent in American Sign Language and have the ability to communicate with Deaf consumers with diverse communication skills; have good writing skills and computer knowledge. Preferred candidates will have knowledge of the immigration process and background knowledge of various laws and programs benefiting and protecting the rights of Deaf and hard of hearing persons, i.e., Department of Rehabilitation, Social Security Administration Policies and Regulations, Americans with Disabilities Act, and IDEA. Must have good communication skills to function in a team environment.
Valid California driver license and auto insurance are required. Ability to travel throughout NorCal’s service region, including 24 north-eastern California counties as well as home counties of Stanislaus and San Joaquin, to provide presentations or attend meetings.
