Duties Summary
This position is located in the Office of the Director of Human Services. The function of the director’s office is to provide overall direction, planning, and monitoring of the state’s programs of human services for families and individuals including: economic assistance, medical assistance, and supplemental nutrition assistance; self-sufficiency and family support programs; and the vocational rehabilitation of persons with disabilities. This office also exercises administrative supervision over the Office of Youth Services, the Hawaii Public Housing Authority, the Hawaii State Commission on the Status of Women, the Commission on Fatherhood, the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus Commission, and the Statewide Office on Homelessness and Housing Solutions.
The primary purpose of this position is to provide program management to the Screening, Eligibility & Outreach Care Navigator Branch to the Federal Emergency Management Agency (FEMA) funded Disaster Case Management Program (DCMP) Leadership and includes providing guidance/communication to the Program and Local Level Administrative Assistants.
Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
EDUCATION: Graduation from an accredited four-year college or university with a bachelor’s degree. Excess specialized experience or training may substitute for education on a year-for-year basis.
EXPERIENCE: Two and one-half (2-1/2) years of disaster case management experience or an equivalent combination of training and experience. Experience in the public sector is preferred.
KNOWLEDGE: Disaster Case Management experience in previous disasters; prior program management experience.
SKILLS/ABILITIES: Independently and effectively perform assigned program manager duties with speed and accuracy; observe and analyze situations quickly and objectively and determine proper course of action, applying knowledge of the organization, procedures, and key personnel; collaborate with others to align efforts and produce consistent and coordinated messaging; coordinate multiple tasks and projects including planning, organizing and scheduling priorities; communicate effectively, clearly, and concisely both orally and in writing; collect, compile, evaluate, analyze, and manage information with a high level of detail, accuracy, discretion, and confidentiality, and from a variety of sources; maintain case records in Visionlink and prepare a variety of reports; establish and maintain effective working relationships with stakeholders and others contacted in the course of work including other staff members, legislative staff, community partners, etc.; and effectively operate office equipment including computers and related software.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
