Early Childhood Health Services Specialist
REPORTS TO: Building Administrator
SALARY: $39,900 to $51,400 per YCEA Contract
ENDORSEMENTS: Must possess Michigan Certification in the content area
SUMMARY:
This position works with the District administrators, FSS, WISD staff, and instructional staff to integrate Head Start/Early Head Start services for children and families. It is also responsible for early childhood health services.
This position is responsible for facilitating Health Services in the Head Start/Early Head Start program. Health (medical and dental), mental health services, nutrition, and child safety are integral parts of the larger system of services provided by Head Start/Early Head Start.
The position is responsible for supporting the program’s development and implementation, tracking and recordkeeping, community relations, and outreach. Direct services in the health areas are provided only if the individual is licensed, certified, or registered as such in the state of service. This position is responsible for ensuring health procedures are performed only by licensed/certified health professionals with expertise in serving young children and their families.
This position provides content area training and technical supervision to other agency staff and ensures health services are supported by staff/consultants with training and experience in public health, nursing health education, maternal and child health, or health administration.

EDUCATION and/or EXPERIENCE:
Bachelor’s degree in Early Childhood, Nursing, Public Health, or a related field.
Three (3) years or more of relevant experience in early childhood, social work, or a related field is required.
Fully bilingual preferred (Spanish or Arabic).
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

- Support the YCS mission and vision to enhance achievement for all students.
- Write, review, and revise program Health work plans annually. Develop a system for administering and monitoring the work plans. Monitor compliance with Head Start/Early Head Start work plans, child care licensing guidelines, and the Head Start Performance Standards in the applicable content areas and subareas.
- Assist with the establishment of policies, procedures and practices for effective implementation of health supports and services (medical, dental, mental health, nutrition, and child safety areas) for Early Head Start and Head Start children and families.
- Monitor and evaluate program Emergency Management Systems in collaboration with delegate staff members responsible for family and community partnerships.
- Collaborate with the Family and Community Partnership Specialist to maintain a list of local health and related resources and define procedures for effective use of these resources.
- Work with program providers to establish a system for providing health and nutrition education to families through workshops, parent meetings, handouts, etc.
- Collaborate with the Washtenaw Intermediate School District Quality Assurance Specialist to develop and implement a plan and system for continuous monitoring and evaluation of health-related activities within the program.
- Develop a system for maintenance of individual health records on children in conjunction with family services staff. Ensure that health records are regularly reviewed, evaluated, and analyzed.
- Maintain vital statistics and other data affecting health services for children and families.
- Coordinate the following activities:
- Head Start Services Advisory Committee: Responsible for the planning, convening and implementation of policies and/or procedures of the semi-annual Health Services Advisory Committee meetings.
- Identify Health Resources for Families: Establishes partnership relationships and develops a thorough knowledge of health resources for families including Medicaid, the state CHIP Program, state health services and other community resources that assist families in establishing a medical home.
- Establish, Negotiate, and Monitor Agreements with Health Service Providers: Work with health professionals to provide services to the Head Start/Early Head Start children and families in such areas as vision referrals, child health screenings/exams, dental services, mental health services, and others as necessary. The Office of the Superintendent of Schools must approve contracts.
- Health and Safety Education: Oversee the Child Safety sections of Performance Standards to include fire drills, first aid kits, medication administration systems and systems for Safety Committees in collaboration with the staff person in charge of facilities.
- Health Training and Employee Health Tracking: Establish and monitor a yearly system of staff training and health education, including CPR, first aid, nutrition, child abuse and neglect identification and reporting, etc. Work with staff responsible for human resources activities to follow up with employees who require initial and periodic health exams and TB screening and tests. Documents are required by Performance Standards and child care licensing.
- Maintain up-to-date knowledge of Head Start Performance Standards, including specific knowledge of Child Health and Disabilities (1308) portion of the Standards.
- Ensure Head Start/Early Head Start Services to children with disabilities efforts are met as defined in IDEA and ADA.
- Oversee the screening, re-screening, and follow-up for all health services.
- Serve as the health/mental health/nutrition resource specialist for teachers, home visitors, and family service staff.
- Provide resource information to staff and families on an as-needed basis.
- Follow the state and federal regulations pertaining to child abuse and neglect and maintain strict confidentiality of all information.
- Arrange for health services to Head Start/Early Head Start families in cooperation with other agencies/providers. Oversee referral of parents and children to other agencies/providers as needed.
- Arrange for health, nutrition and mental health consultants to be available for staff meetings, parent training sessions, etc. as indicated.
- Develop community resources for provision of services to children with health concerns in collaboration with the District building administrators and instructional staff.
- Collaborate with early childhood education staff to facilitate the integration of health and inclusion activities in the classroom/home based curriculum.
- Work with staff to assist teachers in identifying children who show signs of health problems.
