Description
The Federal Highway Administration is seeking an experienced and motivated Laboratory Manager to oversee research and development projects related to highway safety and geometric design. This position plays a crucial role in ensuring the effective management of technical personnel, contract oversight, and the implementation of innovative research practices within the Office of Safety Research and Development. The ideal candidate will have a strong background in civil engineering, extensive experience in highway safety research, and exceptional communication and management skills.
**Key Responsibilities:**
- Supervise on-site contract personnel and manage daily operations under the contract to ensure compliance with technical requirements and project goals.
- Serve as the primary point of contact for the Contracting Officer Representative (COR), facilitating day-to-day communications regarding project progress, technical requirements, and deliverables.
- Maintain harmonious and productive working relationships with members of the FHWA Office of Safety R&D, contractors, vendors of commercial software packages, and users of the Interactive Highway Safety Design Model (IHSDM).
- Lead and support research initiatives focused on highway geometric design and highway safety, including but not limited to the implementation and gap analysis of the IHSDM and Highway Safety Manual (HSM).
- Oversee the development and execution of research protocols, ensuring alignment with FHWA standards and best practices in transportation engineering.
- Communicate complex technical information effectively to both technical and non-technical audiences through written reports, presentations, and meetings.
- Provide mentorship and guidance to a team of technical professionals, fostering a collaborative and innovative environment.
- Manage contracts related to research and development, ensuring adherence to budgetary and timeline constraints.
Requirements
- Master’s degree in Civil Engineering or a related field.
- A minimum of 15 years of experience in highway geometric design.
- A minimum of 10 years of experience in highway safety research and development.
- Proven experience in the research, implementation, and gap analysis of the Interactive Highway Safety Design Model (IHSDM) and Highway Safety Manual (HSM).
- Demonstrated expertise in transportation engineering, highway geometric design, and highway safety research.
- Exceptional skills in communicating technical information effectively to diverse audiences, both in written and verbal formats.
- Experience supervising a team of technical professionals and managing contracts in a research and development setting.
