GRANT SUMMARY
The goal of the Athabascan Behavioral Health Clinic project is to transform the community behavioral health system by providing comprehensive, coordinated behavioral health care. The Clinic provides culturally specific programming, strength-based services, community-wide engagement, evidence-based practices, and early intervention.
POSITION SUMMARY:
The position provides clinical oversight having the overall responsibility of all clinical services within the grant project including operation in congruence with the treatment philosophy, approach, and service delivery model in compliance with State and Commission for Accreditation for Residential Facilities (CARF) standards along with achievement of project goals and objectives, outreach, monthly and quarterly grant and program reports, with clinical supervision and clinical trainings. This position will supervise and manage clinical staff personnel.
JOB DUTIES
- Develops, revises, and maintains the clinical policies and procedures, as needed.
- Assures a thorough orientation of new clinical staff as prescribed in the policies and procedures.
- Trains, oversees, and provides guidance in clinical documentation.
- Trains, oversees, and provides guidance in evidence-based practice (EBP) and fidelity testing tools.
- Provides care for outpatient mental health unit consistent with clinical mental health guidelines of the Veterans Health Administration.
- Provides EBP in Illness Management & Recovery, Crisis Oriented Recovery, Cognitive Behavioral Therapy, and Intensive Case Management.
- Develops a Cultural Modification Plan within three months in coordination with the Implementation Specialist/Technical Assistant (ISTA) if EBP modifications are needed.
- Ensures types of services received and diagnoses of individuals is collected and reported in SAMHSA’s Performance Accountability and Reporting System (SPARS).
- Monitors and approves all clinical documentation for billing and chart accuracy as outlined in the policy and procedures of FNA’s Behavioral Health Services.
- Reviews treatment charts routinely for accuracy, treatment compliance, and adherence to the Commission on Accreditation of Rehabilitation Facilities (CARF) and State Standards.
- Guides treatment break-out groups for consumers who identify as LGBTQ+ to include topics such as normalizing adverse impact of minority stress, facilitate emotional awareness, regulation, acceptance, reduce avoidance, and empower assertive communication.
- Performs as Directing Clinician for a limited caseload of consumers, ensuring accurate clinical documentation and treatment and discharge planning, and providing individual and group counseling sessions.
- Creates staff development and individual learning plans to ensure clinical staff are gaining and maintaining necessary skills for increased performance and certification.
- Conducts annual evaluations on all clinical staff and writes work plans that adhered to Alaska Core Competencies for each position.
- Assists as needed in the writing of reports including quarterly grant and program reports and annual grant continuations.
- Assists in outreach services to ensure utilization of treatment.
- Assists with providing orientation to all consumers entering the unit.
- Maintains active presence and availability on the treatment unit for consumer and staff needs.
- Develops and maintains treatment schedule and staff work schedules.
- Conducts weekly case staffing and treatment plan reviews with the team in order to review consumer’s current issues and level of care needs.
- Fulfills responsibilities during staff vacancies to meet the needs of the consumer.
- Adheres to Alaska Core Competencies outlined in C. Supervisor Core Competencies.
- Maintains CPR/First Aid and Non-Violent Crisis Intervention (MANDT or similar) training on an annual basis.
- Participates in external/internal meetings and training.
- Completes other related duties as assigned.

- Maintains respectful relationships with consumers, former consumers, and family members.
- Internal Relations:
- Maintains confidentiality at all times in accordance with 42CFR Part 2 and HIPAA requirements.
- Maintains a positive working relationship with staff and supports management within the FNA organization.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITY
- Ability to report to work in a timely manner.
- Above average skills in operating/using computers and using Windows, Word, and Excel with ability to accurately input information into reporting formats.
- Above average communication and people skills with the ability to accurately follow written and verbal instructions.
- Knowledge on how to best assist possible escalated individuals during data collection process.
- Strong understanding and sensitivity to diverse cultures and lifestyles, with demonstrated experience working effectively with Alaska Native populations.
- Ability to protect confidentiality is essential; HIPAA & 42 CFR compliant.
- Knowledge and ability to interpret/understand billing procedures.
- Skill in managing multiple priorities and tasks concurrently and meeting their deadlines.
- Skill in establishing and maintaining cooperative working relationships with other employees.
- Ability to work independently as well as with teams.
MINIMUM QUALIFICATIONS (Education & Experience)
- Master’s degree in social work or related field.
- Two (2) years’ experience working in behavioral health and/or mental health.
- Two (2) years’ experience working with AN/AI population and experience providing culturally specific services.
PREFERRED QUALIFICATIONS (Education & Experience)
- Four (4) years’ experience working in behavioral health and/or mental health.
- Four (4) years’ experience working with AN/AI population and experience providing culturally specific services.
