The Emerging Capabilities portfolio in the Connected Battlespace Emerging Capabilities (CBEC) business has an immediate need for a Value Stream Leader (VSL) in our growing portfolio. This Value Stream Leader will lead and have profit and loss responsibility for Research & Development programs, both internally and externally funded. The VSL will also lead and organize pursuit and proposal efforts to capture new programs within the Department of Defense and other Agencies. The Value Stream Leader will interface with a cross-functional team of other VSLs, business development, strategy, and engineering personnel to develop transition plans for new technologies and capabilities to business units across Mission Systems to fuel future business growth and solve the most challenging and emerging customer mission problems.
What You Will Do
- Have demonstrated ability to manage and prioritize multiple efforts simultaneously.
- Have demonstrated ability to lead cross-functional teams.
- Have demonstrated ability to work effectively with team members in remote locations and time zones.
- Have demonstrated ability to lead and be accountable for Pursuit, Order, Capture activities as part of growing the business.
- Have demonstrated ability to interface with customers (e.g., DARPA, AFRL, NRL, NSA, Prime Contractors, etc.) during program execution.
- Perform regular program EACs and PMRs with an ability to brief senior leadership.
- Be able to travel up to 25%.
Qualifications You Must Have
- Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.
- The ability to obtain and maintain a U.S. government issued security clearance is required.
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Active Security Clearance on Day 1 up to the TS/SCI level is preferred.
- Have experience with products and systems in the following areas: communications, datalinks, AI/Machine learning, open standards/architectures, position navigation and timing (PNT).
- Have demonstrated ability to recognize, pursue, and capture discretionary offset opportunities (i.e. customer funded R&D) that directly supports business strategies via direct government support or through other contractors.
- Have experience with leveraging efforts and technologies from other Collins Aerospace organizations.
- Have experience with EVMS program management and R&O management.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
