SUMMARY: This position is critical to the success of turnarounds, outages, and equipment reliability programs for each location. Responsibilities include making turnaround (TAR) events predictable and competitive across Seaboard Energy by assuring that the sites are following a generally accepted TAR process, sharing Best Practices, and driving change and improvement to current practices at all sites. Other responsibilities include leading the reliability team to manage the overall equipment reliability program and support other projects as needed. Any other assigned projects will be selected to not interfere with the turnaround or reliability focus.
RESPONSIBILITIES:
- Facilitate making TAR events predictable and competitive across the Seaboard Energy circuit by assuring that the sites are following a generally accepted TAR process, sharing Best Practices, and driving change and improvement to current practices at all sites.
- Develop, coordinate, and facilitate the Seaboard Energy TAR Best Practice network, including the scheduling of meetings, the building of agendas, the coordination of presentations from vendors, documentation, etc.
- Work with the Senior Director of Engineering & Technical Services and Plant Management to ensure the TAR Business Plans are well coordinated from a production planning and cash flow perspective; quantify and communicate total economic impact of reliability. Use measures to drive performance and evaluate progress.
- Work with the Operations Manager & Maintenance Managers to develop and maintain the 5-year TAR schedules; uphold reliability programs, ensuring sustainability including equipment monitoring, structured rounds, and reliability operating practices.
- Coordinate an annual update before the yearly budget cycle.
- Ensure that TAR Assurance Reviews (Scope Reviews and Readiness Reviews) are properly resourced and focused on elements that can make a material difference in the performance of the circuit TAR's. To accomplish this goal, the Reliability/TAR Manager will:
- Obtain the support of the sites to ensure appropriate SMEs are made available to participate.
- Support field execution effort during events, monitoring productivity and manpower.
- Support developing and facilitating contractor onboarding process and training.
- Ensure that the sites are working towards effective cost and scheduling controls so that the TAR is transparent to all stakeholders.
- Develop and implement target metrics (cost and schedule).
- Create sustained focus on root cause failure analysis (RCFA) and failure mode and effect analysis (FMEA) processes to proactively pursue risk reduction and defect elimination.
- Oversee proactive reliability studies and analyze metrics to identify asset performance trends, using insights to address potential issues and identify opportunities for improvement.
- Collaboration with Engineering and Maintenance to identify and ensure relevant engineering standards are followed for equipment repairs and upgrades.
- Establish and maintain the team's focus, aligning project strategy, execution approach and associated risk with business and operations key drivers while ensuring compliance with industry standards.
- Other work streams to be developed over time to include: Best Contracting Strategy across the circuit, Field Execution productivity, coordinating the evaluation of new technology, Quality Control and Assurance programs, and working with the Operations Network to ensure that best Decontamination and Permitting practices are employed.

- Bachelor's degree in Engineering or equivalent experience in lieu of degree will be considered.
- Minimum twenty (20) or more years' experience in a refinery or chemical plant.
- Minimum of five (5) years in a turnaround maintenance function required, preferably in a leadership position as turnaround manager or maintenance manager, as well as planning & execution for TAR's or major maintenance events.
- Must have experience with transformation of turnaround processes and implementation of best practices.
- Five (5) or more years' experience in a leadership or supervisor role.
- Familiarity with JD Edwards, Primavera Project Planner (P6) and Microsoft Excel/Word.
- Proficiency in API & ASME Standards.
- Able to work extended shifts, nights, weekend, or holidays as necessary to meet business needs.
- Ability to effectively present information and respond to questions from Supervisors, regulators, and consultants.
WORK ENVIRONMENT: This position is primarily office based. Work environment varies from an office, plant production and outside climate conditions, based on the situation. The noise level varies depending on which area of production the employee is working in.
NORMAL WORK SCHEDULE: Days/M-F. The hours and days of work are established by departmental needs and at the discretion of management. Occasional changes in schedule may be required as special circumstances arise. Up to 50% expected travel for turnarounds, outages, emergency response, major projects, team development and maintenance, and site networking.
