This position is a critical member of a multi-disciplinary team that provides comprehensive, intensive residential treatment for those who struggle with severe substance use disorder. The team works to address all treatment needs, including crisis management, substance use treatment, medication management, physical health treatment, mental health treatment, and accessing appropriate and affordable housing. This is a direct service position providing person-centered, trauma-informed care to clients experiencing mental health and substance use symptoms. This position has access to mental health billing and service records.

MINIMUM QUALIFICATIONS
- Must meet qualifications for:
- QMHP
- CSWA
- LPC-A or LPC
- LMFT-A or LMFT
- LCSW
- CADC-R, at minimum, certification preferred, or the ability to obtain one within 1 year.
- Experience in mental health and substance use treatment preferred.
- Has the competencies necessary to:
- Identify precipitating events.
- Gather histories of mental, emotional and physical disabilities, alcohol and drug use, past mental health services, and criminal justice contacts.
- Assess family, social and work relationships.
- Conduct a mental status assessment.
- Write and implement or supervise implementation of a treatment plan.
- Conduct and document a mental health assessment.
- Provide mental health treatment and rehabilitative services within one's scope of practice.
- Must meet CCC privileging requirements as required by FTCA.
- Must become a certified Director's Custody designee in Multnomah County within the first 6 months of hire.
- Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Workplace Act of 1988.
- Must pass a pre-employment drug screen, TB test, and background check.
- Have or able to obtain Adult and Child/Infant CPR Certification prior to start date.
- The OAR prohibits substance use treatment program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
- Prior to employment, must be approved by the State of Oregon Employment Department Child Care Division.
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.
- Will be required to carry an agency cell phone for work use.
- If using a vehicle for agency use, must possess a current driver's license, access to a vehicle, and qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy.
- Must adhere to agency's non-discrimination policies.
- Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, life-styles, and sexual orientations and treat each individual with respect and dignity.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Collect information regarding clients' history through a combination of interviewing, records review, and consultation; after obtaining written consent.
- Conduct and document substance use disorder & mental health assessments, including mental status exam, ASAM level of care, DSM diagnosis, and clinical formulation.
- Develop strengths-based treatment plan and collaborative problem solving with clients.
- Participate in clinical staff meetings and case conferences with team members.
- Support clients in accessing off-site appointments and collaboration meetings as necessary.
- Participate in direct treatment of clients by:
- Providing substance use and mental health treatment groups for clients.
- Providing one-on-one evidence-based practice counseling sessions.
SKILLS & ABILITIES
- Advanced knowledge of Motivational Interviewing, CBT, and trauma-informed care.
- Able to identify client needs and develop plans to address those needs.
- Able to quickly and accurately perform risk assessments.
- Ability to communicate clearly and concisely both orally and in writing.
- Ability to work in an environment where people may be hostile or abusive.
