Position Overview:
The Health and Human Services Manager (Manager) will perform a variety of tasks related to health and human service programs and healthcare delivery system models implemented at the state and federal levels. The Manager will support the development, implementation, and evaluation of innovative healthcare initiatives through program planning, technical assistance, and data-driven decision-making. The Manager will coordinate and collaborate with an interdisciplinary team to analyze regulatory, policy, and strategic opportunities for Medicaid and other health and human services programs to advance in areas such as quality, health outcomes, and cost effectiveness.
The Manager will support project requirements that relate to client management, research, policy development and analysis, vendor procurement and contracting support, oversight and compliance, and other ad hoc projects required by state clients. The Manager will assist Project Managers and other team members to develop client relationships and to manage engagements.
This position reports to a Senior Manager. Senior Healthcare Consultants and Healthcare Consultants may report to this position. This position may support engagements in other practice areas and potentially engagement teams across the firm.
Essential Functions:
- Provide leadership on consulting engagements, effectively supervising staff to provide quality deliverables within the defined deadlines.
- Provide effective client management and interact with multiple levels of client leadership, management, and staff in the delivery of consulting services.
- Develop client-specific subject matter expertise, including client organizational structure, contacts, key contracted vendors, and organization of healthcare delivery models.
- Research and analyze industry trends, federal rules and state legislative mandates impacting Medicaid or other health and human services programs. Develop findings reports, impact and options analyses, and other deliverables to inform clients about programmatic issues to consider. Present findings to both clients and stakeholders.
- Support client procurement and contracting for vendors such as Managed Care Organizations (MCOs), including research, development of procurement materials and contract requirements.
- Assist clients with communications with the Centers for Medicare and Medicaid Services (CMS), including development of concept papers, State Plan Amendments, waiver applications, responses to information requests, reporting, etc.
- Develop project plans and assist clients with implementation activities for new initiatives or programmatic changes required due to issues such as new federal rules or state legislative mandates.
- Assist staff in completing project deliverables and manage flow of deliverables through required reviews. Coordinate and review work performed by staff to ensure quality, accuracy, and completeness.
- Stay informed of healthcare trends and state and federal regulations to highlight relevant implications for clients.
- Provide high level technical knowledge and training to staff.
- Additional responsibilities as assigned.
Requirements:
- Bachelor's degree in public health, social services, human services, health care, business, or related field; Master's degree is preferred.
- At least 6 years' of related experience required
- Five years Medicaid experience required with minimum of three years' experience with Medicaid operations/programs either directly working with a state or federal agency, consulting to a state, or working directly with a health plan.
- Detailed understanding of Medicaid policy, federal rules, delivery models, and reimbursement methodologies. Experience with federal Medicaid waiver authorities preferred.
- Related healthcare industry consulting experience preferred.
- Project management experience preferred.
- Proficient use of Microsoft tools (i.e., Excel, Word, PowerPoint, Microsoft Teams).
- Strong ability to analyze and interpret data to effectively communicate trends and patterns.
- Demonstrated ability to communicate effectively through written and verbal skills.
- Organized and detail-oriented individual with problem solving capabilities.
- Ability to manage multiple responsibilities simultaneously demonstrated by strong organization, prioritization, scheduling and delegation skills.
- Ability to work both independently and as a member of a team.
- Must be able to travel based on client and business needs.
The Team:
Myers and Stauffer takes pride in the welcoming and collaborative culture we have throughout our offices. For this position, the employee will report to one of our Senior Managers or Directors on the Consulting engagement team.
Work Style:
Our general business hours are Monday through Friday 8am-5pm, but can vary based on business needs. Dependent on performance, our in-office associates are eligible for a hybrid work schedule after their initial 90-day training period.
