Job Description Summary:
The on-site Behavioral Health Director is responsible for providing overall leadership and supervision of the Behavioral Health provider staff and of Behavioral Health care within their assigned CHC site(s).
The on-site Behavioral Health Director works collaboratively with the Office Manager and other on-site leadership in conjunction with the Regional Vice President for their region to manage the day-to-day operations at the site.
As the clinical supervisor of the Behavioral Health staff for the site, the On-Site Behavioral Health Director’s duties include supervision of clinician staff, ensuring compliance with regulatory standards and CHC policies, coordinating on-site quality assurance activities and peer review (in conjunction with the Director of Behavioral Health Quality Improvement), conducting team meetings, overseeing case assignment, and talking with clients regarding concerns about the care they have received.
The on-site Behavioral Health Director, as the supervisor of the Behavioral Health provider staff, is in charge of reviewing clinical performance of each provider through annual performance appraisals and periodic peer review activities. Behavioral health therapists and psychiatric providers at the site report to the On-Site Behavioral Health Director. Staff assigned to multiple sites may relate to more than one On-Site Behavioral Health Director, in which case one, typically the one where they spend their most time, will be designated to complete the supervisorial duties. Staff with additional roles may report to another supervisor for those roles, in which case clinical care is provided under the leadership of the On-Site Behavioral Health Director. Students and residents will work directly with the clinical supervisor(s) under whose license they provide care and report administratively to the On-Site Behavioral Health Director. Behavioral Health Clinicians I (those not yet licensed for independent practice) meet weekly with individual supervisors who read and cosign their notes.
The On-Site Behavioral Health Director, in consultation and with the support of the Behavioral Health Director of CHC, the Human Resources department, and others as necessary, is responsible for addressing and correcting any performance issues that are identified.
Qualifications, Appointment and Term of Service:
Any appointed member of the Behavioral Health staff of the Community Health Center who is also a licensed independent provider (LCSW, APRN, LMFT, Licensed clinical psychologist, or MD/psychiatrist) in good standing or who is license eligible with at least one year of employment at CHC is eligible for appointment as an on-site Behavioral Health Director.

Functions:
The On-Site Behavioral Health Director:
- Provides overall administrative and clinical supervision to the Behavioral Health staff of the assigned CHC site(s), provides direct clinical care, and may have other duties assigned as well.
- Clinical supervision shall include clinical orientation of new clinicians to the site, completion of three-month evaluations for new clinicians, and annual performance appraisals thereafter.
- Direct clinical supervision of staff may be provided by the OSBHD or his/her designee as necessary due to licensing requirements or area of specialty.
- Develops Peer Review tools in conjunction with the BH Director of Quality Improvement and other CHC on-site Behavioral Health Directors.
- Reviews clinical performance of each provider through annual performance appraisals and periodic peer review activities, and is responsible for addressing and correcting any problems with clinical performance that are identified.
- Ensures that performance appraisals for clinical staff are completed in a timely manner as dictated by CHC’s performance appraisal policy.
- Provides leadership and supervision in developing and carrying out Behavioral Health quality assurance activities at the site, both specific to the site and in collaboration with the Behavioral Health quality improvement committee of CHC.
- Ensures that the Behavioral Health staff adheres to all policies and procedures necessary for CHC to maintain ongoing licensure by the behavioral health licensing authorities and certification by the Joint Commission.
- Works with the Regional Vice President and site management team in the development of site-specific new services and programs and modifications of existing services, and provides onsite leadership for the development and implementation of the CHC BH group initiative.
- Meets no less than monthly with CHC’s Behavioral Health Director and other on-site Behavioral Health Directors to discuss both agency-wide and site-specific issues of concern.
- Provides guidance and leadership in identification and resolution of problems/barriers that impede effective and efficient quality patient care.
- Provides guidance and leadership in the development of clinicians’ templates and schedules in order to help CHC to achieve its productivity goals.
- Is responsible for monitoring productivity data and taking appropriate steps to ensure that productivity goals are met.
- Works collaboratively with on-site Medical director to ensure patient access to safe, appropriate, high-quality medical care.
- Collaborates with Chief Behavioral Health Officer, Regional Vice President, and Finance in the development of annual site-specific budget relative to the behavioral health department and actively monitors and reviews financial data and budget projections.
- Represents the Community Health Center in relationships with local and state professional societies, officials, and community organizations.
