Summary:
Directs and implements all functions of the Specialty Physician Practices consistent with the overall policies and in compliance with applicable regulatory guidelines. Establishes and maintains relationships with physician leadership to successfully collaborate on designing, implementing and monitoring key operational issues and executing on the growth strategies of the practices. Provides leadership and direction to Specialty Physician Practices resulting in superior patient care and improved clinical and financial performance. Key responsibilities include management of the systems and operational processes of the practices, including but not limited to revenue cycle, budgeting, financial and capital planning, results monitoring, business/strategic planning, human resources, information systems, risk management, marketing and public relations initiatives, physician contracting, and facility maintenance. The incumbent performs duties in accordance with performance standards. The incumbent may have access to highly confidential patient, employee, and Mercy proprietary information, and must handle and protect the information in accordance with hospital and system policies, HIPAA requirements, and the highest level of ethical standards. The incumbent is responsible for reporting all security events, potential events, and other security risks to the organization. The incumbent is accountable for employee safety and will attend safety and loss-control training, engage in injury prevention, perform accident and injury investigations including conducting root cause analysis, and assist in returning employees to regular duty. The incumbent is responsible for participating in and completing all patient safety initiatives appropriate to the position, and conducts all job responsibilities according to the Mission and Values of Mercy Hospital.
Responsibilities:
- 1. Corporate Compliance
- Communicates and enforces the system-wide Corporate Compliance program for Mercy Health System of Maine.
- Reports any potential or real ethical, legal or regulatory violations to the Corporate Compliance Officer.
- Encourages staff to report Corporate Compliance issues either directly or through the Mercy Compliance Line (may be anonymous).
- Assists with investigations into alleged violations and the development and implementation of disciplinary and/or corrective action as indicated.
- Continually assesses the department for compliance with all federal, state, local and other regulatory (The Joint Commission, OSHA, CMS, etc.) requirements.
- Completes annual staff training, ensuring staff understanding of participation in the above. 2. Mission Support – Assists to establish and communicate the mission of the division, which is consistent with the mission of the Hospital and the Sisters of Mercy.
- Assists hospital management to translate organizational mission and goals into written divisional operating goals and objectives.
- Actively participates in developing, maintaining and creating an organization united by a commitment to the Mission and Values of Mercy and characterized by open, honest communications and respect for the dignity of the person.
- Utilizes Mission-based considerations in the use of human, financial, and material resources and in planning for future services to those served by Mercy Hospital.
- Participates in developing and maintaining processes to ensure that Mercy’s Values are visibly reflected in all aspects of organizational life.
- Supports Mercy’s efforts to secure the human right to healthcare, especially for poor and under-served; addresses issues of social justice; promotes conditions in society that contribute to health rather than illness. 3. Specialty Physician Practice Operations Management – Develops and implements policies and procedures consistent with State, Federal and Joint Commission standards that provide for consistent, efficient and effective operations for all specialty physician practices.
- Delegates operational responsibilities to office managers and lead physicians, while ensuring results through prospective problem solving skills.
- Provides leadership in developing, planning, and implementing the practices’ business plans.
- Develops and maintains strong, collaborative relationships with employed physicians, mid-level providers and Senior Physician Executive.
- Maintains sound, up-to-date knowledge of all applicable regulatory practices and takes measures to ensure ongoing compliance.
- Develops and implements programs that meet goals and strategy consistent with high performing specialty physician practices.
- Develops and implements specific growth strategies relative to each individual practice.
- Evaluates, recommends and implements measures to ensure appropriate tools are available. This includes, but is not limited to, practice management software, electronic medical records, and phone systems.
- Maintains focus on the patient to create a positive service experience. Resolves patient concerns and integrates changes throughout the practices to better meet patient needs.
- Develops and maintains effective relations with payers, employers, patients and general community.
- Seeks out opportunities for projects/services that support strategic goals, taking a lead role in the development, design, implementation and coordination with other staff/organizations.
- Ensures a cohesive marketing strategy for clinical services that complements the goals and objectives of Mercy Hospital and meets the ambulatory health care needs of our communities.
- Designs presentations, arranges for public speaking opportunities in order to promote services.
- Oversees development of marketing material that promotes services. 4. Leadership – Guides and coaches office managers and supervisors to ensure peak performance of practice staff.
- Holds managers and supervisors accountable for implementation of sound human resource practices.
- Fosters a work environment that allows for free expressions of ideas, opinions and flow of information resulting in high performance teams and staff retention.
- Consistently recognizes employees as primary customers and works to meet or exceed their expectations for support, training, supervision and mentoring.

- Manages contractual relationships with Mercy physicians based on established policies and procedures and provides administrative guidance to employed physicians.

- Collaborates with other business units and departments as appropriate to achieve Mercy Hospital goals.
- Exercises patience and control, especially in difficult or stressful situations; resolves conflicts appropriately. 5. Human Resources – Demonstrates the skills necessary to effectively manage, motivate and encourage staff in a consistent manner.
- Completes and administers performance and compensation reviews in a timely, fair and consistent manner and conducts performance evaluation conferences that are constructive and informative, encouraging communication and participation.
- Evaluates and ensures competency of staff as defined by division standards.
- Assists in the development of programs for recruitment, retention, and development as well as oversees relationships with physician recruiters.
- Develops, implements and maintains incentive and reward systems consistent with MHSM programs and policies.
- Consistently and fairly applies Human Resources, Hospital and Division policies and procedures.
- Provides training and development opportunities for supervised staff to support an optimal level of practice and professional and personal career growth to enhance job performance and improved operational effectiveness.
- Develops leaders in all aspects of operational management.
- Supports the planning, coordination, implementation and evaluation of educational activities including orientation, in-service education and continuing education to meet regulatory requirements as well as schedules regular documentation and coding audits with follow up education.
- Develops, manages and negotiates physician employment contracts. 6. Financial Management – Demonstrates skills necessary for effective financial management ensuring proper utilization of financial resources while meeting changing requirements.
- Tracks participation, budget and revenue data, and takes appropriate corrective measures when necessary.
- Provides leadership, direction, and oversight of the revenue cycle to include: collection of co-pays, denials tracking, charge description master, timely filing, charge capture, days in A/R.
- Develops and monitors key monthly and quarterly benchmarks as they pertain to specialty physician practice management.
- Communicates budget goals and variances to Mercy staff and other as required.
- Develops annual operating and capital budget and volume and revenue forecasts based on sound data and utilizing trends and other financial information to enhance budget process with full participation of the individual program.
- Manages finances through monitoring and interpretation of data to assess and improve operations performance.
- Monitors division’s actual trends and productivity benchmarks and assures appropriate adjustments are made to expenses and revenue to stay within total budget.
- Utilizes budget data in decision making process.
- Develops and monitors appropriate Results Management Initiatives.
- Monitors all provider productivity, patient satisfaction and risk management matters; develops, implements and manages provider incentive programs. 7. Planning and Development – Demonstrates the ability to plan, develop, implement, monitor, and update division’s goals and objectives consistent with the hospital’s strategic initiatives.
- Participates in creating the division’s strategic, operational, programmatic and other plans and policies to achieve Mercy’s mission and vision.
- Collaborates with other divisions in the development of business plans for new Mercy Hospital programs/services and the expansion of new ones.
- Works in collaboration with the Senior Physician Executive on quality and clinical outcomes management, measurement and support.
- Incorporates knowledge of current issues related to the rapid changes in healthcare and issues into the decision making process for current and future programs/divisional changes.
- Proactively coordinates with Mercy Hospital dedicated and/or designated support sources to resolve practice problems in a timely manner. Reports unresolved problems to Sr. Vice President of Ambulatory Services & Network Development.
- Responsible for all purchasing procedures and activities to include the maintenance and replacement of all equipment in their assigned practices.
- As assigned by hospital management, participates in the governing body, management, medical staff, and clinical leaders in the organization’s decision making structure and processes, including standing committees as appropriate.
- As assigned by hospital management, participates as the Mercy Hospital representative on multidisciplinary committees internal and external to Mercy Hospital.
- Attends and actively participates in conferences and community educational programs, professional association meetings, workshops and taskforces; applies acquired knowledge in practice.
- Takes responsibility for determining learning needs and seeks out opportunities for such.
