Summary
The primary purpose of this position is to provide comprehensive case management services to residents in the Family Self-Sufficiency program and specialize in the utilization of the Housing Choice Voucher Program subsidy for Homeownership. The incumbent assists residents with becoming self-sufficient and economically independent by utilizing the community’s resources and services. Case Management consists of services that help the family gain access to needed medical, social, educational, employment, and other services. Case Management includes: (1) assessment of the eligible family to determine service needs; (2) development of an individualized integrated case management plan; (3) referral and related activities to help the family obtain needed services; (4) monitoring and follow-up; and (5) evaluation. Case Management does not include direct delivery of medical, clinical, or other direct services. In addition, the incumbent is responsible for maintaining good working relationships with local community and social service organizations.
All activities must support the Lucas Metropolitan Housing Authority (“LMHA” or “Authority”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Provides case management, planning, coordination, and delivery of services that support the HCVP Family Self-Sufficiency (FSS) program and the development of self-sufficiency for residents.
- Works closely with Banks, Mortgage Companies, or other approved Lenders and community resources to educate, correct and improve credit scores to enable the families to qualify for a first-time mortgage.
- Ensures accurate data is maintained in program management software. Maintains residents and program files/records in accordance with applicable standards and regulations, grant requirements, etc.
- Consistently exercises discretion and judgment to analyze, interpret, make decisions and then define necessary actions based on the varying facts and circumstances of each individual case.
- Identifies obstacles faced by FSS participants and residents; coordinates with partners and service providers to offer various programs, resources, and events that will enhance participants and residents’ quality of life and ability to enter the workforce, including but not limited to: adult basic education, literacy, GED attainment, parenting, youth programs, health awareness, and homeownership; communicates with all parties (Authority staff, residents, and service providers) to provide updated program information and receive related feedback.
- Networks and forms relationships with other housing authority professionals and service providers in order to keep abreast of services and assistance available to residents; ensures that Authority staff, participants and residents are made aware of available services and assistance options.
- Develops case plans with residents individually, as a family, or in other small groups, and aids residents in mobilizing their inner capabilities and external resources to improve social functioning.
- Maintains consistent follow-up schedule for FSS participants to review, evaluate, and prioritize objectives.
- Assists FSS participants by calculating escrow and establishing an escrow savings account as earned income increases.
- Collects, analyzes, and reports data on the performance of the Authority’s FSS program activities.
- Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.
- Performs other duties as assigned.
Education and/or Experience
Bachelor’s Degree in Business, Psychology, Social Work, Sociology, Family/Consumer Sciences, or related field and a minimum of three (3) years of experience in real estate, or mortgage assistance programs. Licensed Social Worker (LSW) or Licensed Independent Social Worker (LISW) preferred. Experience working with social service programs that serve similar populations to LMHA. Knowledge of principles, practices, and techniques of special programs. An equivalent combination of education and experience may be considered.
Must be able to successfully obtain the Housing Choice Voucher Program Homeownership Certification and the Family Self Sufficiency Certification within one year of employment. Must possess a valid Ohio or Michigan driver’s license and be insurable under the Authority’s plan.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds. The employee is occasionally required to travel to various Authority properties.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions.
