CareSTL Health is seeking a Nursing Officer. Under the direction of the Chief Health Officer, the Nursing Officer (NO) has overall authority for providing leadership, direction, and administration of direct patient care activities, nursing practice, and nursing education and development across CareSTL Health. The NO is responsible for driving, supporting and modeling a culture focused on patient safety, employee engagement, quality, fiscal responsibility, and the overall patient experience. The NO manages, directs, plans and coordinates the functions and activities for nursing-related patient care within CareSTL Health. Assists the CHO in the development, formulation and implementation of strategic plan and works collaboratively and cooperatively with all departments and with members of the Medical Staff to accomplish the strategic goals and to achieve and enhance the mission of CareSTL Health. This position requires the full understanding and active participation in fulfilling the mission of CareSTL Health. It is expected that the Nurse Officer demonstrates behavior consistent with the Core Values.
ESSENTIAL FUNCTIONS:
- (1) Strategizes and drives process improvements focused on innovative care delivery and/or operational models designed to improve clinical services, outcomes, patient throughput, and patient safety and promotes the use and implementation of technology in order to streamline operations, facilitate communications, and optimize work processes.
- (2) Collaborates with other disciplines for the implementation of programs, policies, and procedures that address how patient care needs of the patient population served are assessed, met, and evaluated.
- (3) Ensures patient and family centered care is comprehensive and coordinated and monitored for effectiveness through quality improvement that leads to systematic improvements over time resulting in outcome measures that outperform benchmark statistic of national database used in patient and nursing sensitive indicators.
- (4) Allocates financial, information, and human capital for improvement activities, ensuring efficient delivery of cost effective and efficient services to patients, physicians, and health center departments.
- (5) Promotes interdisciplinary collaboration with clear expectations and direction to all practicing nurses about the importance of partnerships with patient and families, and with all disciplines to ensure a comprehensive care plan.
OTHER DUTIES:- Addresses patients' complaints timely and effectively. Ensures that all nursing department and employees adhere to established patient satisfaction programs.
- The incumbent develops staffing plans which assures cost-effective utilization of resources to meet patient care needs based on clinical assessment, utilizing data from performance improvement activities, patient satisfaction information, financial data, staff input and physician input.
- Ensures compliance with quality assurance, safety, infection control, and environmental procedures in accordance with regulatory requirements.
- Communicates expectations, develops leaders and evolves the organization to meet current and anticipated needs and strategic priorities.
- Promotes relationships among all types of community organizations to improve patient outcomes and the health of the communities served.
- Establishes structures, systematic and equitable processes and expectations that support lifelong professional learning, role development and career enhancement.
- Collaborates with Directors in hiring, orientation, evaluation, discipline, and education of all clinical staff.
- Regularly rounds on key constituents (patients, families, employees, and physicians) to enhance communication, ensure alignment, oversee operations, and that the experience is exceptional.
- Establishes mechanisms to assure nurses throughout the organization are involved in shared–governance and decision-making structures and processes that establish standards of practice and address issues of concern.
- Assures the flow of information and decision-making is bi-directional and horizontal between and among professional nurses at the bedside, the leadership team, and the NO.
- Establishes and enhances a culture of evidence-based decision –making in clinical and management initiatives.
- Approves nursing policies, nursing standards of patient care, treatment and services.
- Establishes a Professional Practice Model that illustrates alignment and integration of nursing practice with the mission, vision, philosophy, and values that nursing has adopted.
- Ensures the care delivery system is integrated within the Professional Practice Model and promotes continuous, consistent, efficient, and accountable patient care.
- Creates and maintains an ambiance that encourages, practices and exudes the best efforts of professional nursing standards.
- Promotes efficiency through sound and effective cost measures with a primary focus on providing quality health care.
JOB REQUIREMENTS AND QUALIFICATIONS:Education: BSN and Master’s degree (MBA, MHA, MSN) is required. Doctorate or active pursuit of a Doctorate is a plus.
Experience:
- Ten years of nursing experience is required.
- At least seven years of experience in a nursing leadership role.
- Prior FQHC experience preferred but not required.
Knowledge, Skills and Abilities:- Excellent written/verbal communication and computer skills.
- Thorough knowledge of:
- Principles and practices of personnel management, including planning and organizing work, delegating authority, motivating subordinates, appraising performance and administering discipline.
- Principles and practices of nursing that optimize patient care.
- Principles of nursing administration and organization.
- Patient care standards mandated by regulatory agencies.
- FQHC policies, procedures and routines.
- Laws and regulations governing FQHC operations, nursing practices, administering and accounting for medication, consents for treatment and related matters and the Nurse Practice Act.
- Working Knowledge of:
- The use of standard computer-based business applications.
- General financial principles and procedures pertaining to budget development, monitoring and justification.
Transportation Requirement:- Must have a valid Driver’s License and Reliable Transportation.
