This position will lead mental health and wellness services across all Clare Housing programs. This position will provide trauma-informed, clinical insight and consultation to social service, nursing and direct care staff who support clients with behavioral and mental health needs.
The Manager will plan, develop and implement a combination of on-site mental health supports that are embedded within and highly coordinated with other Clare Housing program services. The Manager will work to build skills and capacity among all Clare Housing staff to strengthen the services we provide directly to clients, particularly around de-escalation, mental health crises and behaviors stemming from substance use and mental illness.
This is a full-time position at 40 hours per week. The salary range is $78,000 - $85,000 annually. Benefits include Medical, Dental, Vision, 4% match of 403B retirement fund, 160 hours Paid Time Off 0-2 years, 200 hours PTO 3-5 years, 6 years more 240 hours and 4 week paid sabbatical over 8 years.
- Provide input, direction and consultation with other professional staff and site teams. Ensure the implementation of trauma-informed, evidence-based practices by staff. Consultation with program managers on writing behavior plans. Provide expertise and strategies to approach client behaviors which may be leading to housing instability or to poor health outcomes. Communicate with outside mental/behavioral health resources to coordinate services. Provide support to Support Services Managers/Housing Stability Specialists and other staff as needed. This may include problem solving, consultation, and debriefing/coaching staff during or after a crisis situation. Build relationships with outside providers and maintain current information about available services. Attend various team meetings and provide a mental health perspective. When requested, complete mental health intake on new residents. Assist DNHC with writing mental health interventions within waivered services service agreements.
- Provide crisis intervention services to clients in need and to support the crisis intervention work of team members. Be available during work hours to provide intervention resources for clients. The Mental Health Program Manager will maintain a presence at all Clare properties to build relationships with residents and staff. This will include arranging mental health and chemical health interventions and ongoing support for residents with those outside of Clare Housing. This may include accompanying residents to appointments.
- Identify training needs and develop and implement training opportunities for staff and residents. This work may be done in concert with professional supportive services staff, nursing staff and/or other professional staff. Ensure that staff across all levels of the agency have a working understanding of mental health issues and substance abuse issues. Implement and lead resident trainings and groups.
- Develop sustainable on-site mental health services for clients. This work will require research, program development and partnerships with other providers. Ultimately the on-site services need to be low-barrier and inclusive, with a plan for long-term financial sustainability.
IV. Position Requirements:
Education and Experience:
- Master’s degree in one of the behavioral sciences, with an ability to meet the Minnesota qualifications of a mental health professional preferred.
- Licensed Alcohol and Drug Certification preferred.
- Experience working with adults with severe and persistent mental illness.
- An understanding of the intersectionality of HIV, homelessness, mental health and substance use.
- Experience developing person-centered plans and individualized behavior support plans that identify specific proactive and, if necessary, reactive intervention strategies.
Desired Attributes:
- Deep knowledge of the complexity of poverty and homelessness, mental illness, trauma, substance use and the health care of people living with HIV.
- Strong understanding and cultural competence working with marginalized communities including people of color and Lesbian, Gay, Bisexual and Transgender individuals.
- Previous experience and/or a strong understanding and commitment to a Housing First and Harm Reduction program philosophy.
Knowledge, Skills and Abilities:
- Advanced knowledge of trauma informed care, serious and persistent mental illness and related treatment modalities.
- Demonstrated ethics, sound professional practice, social accountability and community stewardship. Ability to act openly and honestly and promote organizational integrity.
- Ability to act confidently within one’s role and own abilities and to take on challenging assignments.
- Ability to gain knowledge of information technology advances and trends and identifying new opportunities for the organization and individuals to utilize that technology for the advancement of programs.
- Ability to use electronic health records to advance quality improvement in patient services.
- Ability to effectively plan and strategize when putting forth an opinion or suggested action for the use of persuading, convincing, and influencing as the needs and interests of others are assessed and analyzed.
- Ability to incorporate facts and use critical thinking skills to analyze data and present logical and concise recommendations in oral or written form.
- Ability to speak and write in a clear, logical and grammatical manner in formal and informal situations.
Licenses and/or Certifications:
- CPR/First Aid Certification required; training provided to obtain certification.
- Driver’s License, State ID or Passport.
V. Working Conditions and Environment:
This position is located in a supportive housing building for adults living with HIV/AIDS and other disabilities. Many of the residents are formerly homeless individuals. The building is accessible and smoke-free. This position works during normal business hours which may include evening and weekend hours.
The work of this position requires regular travel to multiple program locations locally, and on occasion, to travel within the state and nationally. The person in this position must be able to make public presentations and to present effective training for staff.
