To support unemployed or underemployed residents in Chad Brown and Admiral Terrace in achieving their educational, employment and financial stability goals. Maintain existing employer partnerships and engage new local employers and job training providers to identify resources available to Jobs Plus a Bright Future Participants.
Essential Tasks of the Position:
- Conduct intake and administer career and vocation assessments; develop and monitor Individual Service and Training Plan (ISTP).
- Network with local employers and job training providers to identify resources available to program participants.
- Monitor RI labor market trends.
- Maintain a job bulletin board and database of job openings.
- Provide individual counseling to address participants’ economic needs and goals, including securing income supports.
- Refer program participants to RSD’s internal supportive services and to external providers (childcare, mental and behavioral health, education, training etc.) and ensure high-quality service provision from partners.
- Follow-up with program participants to ensure success, employment retention, and address needs for further development/coaching and/or support services.
- Utilize motivational interviewing techniques to remove barriers and encourage participation and to assist program participants with job search and interviewing.
- Research and adapt the existing career exploration and employment readiness curricula to include resume/cover letter preparation, interviewing, and other soft skills.
- Facilitate employment readiness workshops and Jobs Plus Program orientation.
- Liaise with adult education agencies to ensure participants receive ESL, GED, and literacy instruction.
- Help participants navigate Workforce Solutions and enroll in the American Job Center.
- Document all participant progress in case management databases and maintain confidentiality of client information.
- Document program activities and events (photographs; articles; success stories, etc.) as requested for Jobs Plus newsletters and/or other PHA or funders’ publications or reports.
- Attend trainings and conferences related to professional and/or program development, as required.
- Perform other duties as assigned.
Assist the Jobs Plus Manager in preparing written narrative and/or statistical data reports (monthly, annual) for submission to the Directorship as required for both internal and external reporting, program evaluation and planning purposes.
- Submit monthly report of program activities, service utilization, program participant progress towards goals, and program outcomes.
Position Requirements and Qualifications:
Education Level:
- Four-year college degree from accredited college/university with emphasis on job training, career coaching, job development, community organizing or related fields, preferred.
Experience in Related Field:
- 1-3 years’ experience in job training, career coaching, job development, community organizing, conflict resolution and mediation.
- Familiarity with case management database.
- An understanding of low income and/or public housing issues, required.
- Bi-lingual skills required– fluency in Spanish to include speaking, reading and writing.
Knowledge, skills, abilities, licenses and certifications:
- Solid knowledge of skill sets related to work training programs and the workplace.
- Proven experience in administering formal and informal career and vocational assessments.
- Strong written and oral communication skills.
- Working knowledge of adult education and job training resources available within the community.
- Working knowledge of Microsoft Word, Excel, Outlook, and database programs.
- Ability to establish strong employer contacts.
- Ability to work independently and with a team and be flexible in accepting change.
- Ability to establish and maintain effective working relationships with associates.
- Knowledge of preparation of both narrative and statistical reports.
- Skill in organizing and managing diverse responsibilities simultaneously.
- Ability to relate to and interact with mixed populations of youth and adult residents in low and moderate income housing settings.
- Ability to maintain confidentiality in all assignments.
- Valid driver’s license (Class O) unrestricted except for corrective lenses, required.
Working Conditions:
Environmental Parameters:
- Ability to work in an office environment.
- Ability to work in a public housing environment in all weather conditions (hot, cold, humid, dry and wet).
Physical Demands:
- Strength: Ability to lift up to 20 lbs.
- Type: Sedentary work ability to perform administrative duties. Ability to lift, carry, push, pull or otherwise move an object. Work involves walking, standing and driving for brief periods of time.
Work Schedule:
- Ability to work 35-hour week.
Equipment Used:
- Competency in operating computer(s), printers and general office equipment, including multi-line telephone, fax, copier, and audio-visual equipment.
