SCOPE OF SERVICES: The Government requires one Full Time Equivalent for this Statement of Work (SOW). The individual shall provide Physician Assistant/Nurse Practitioner type of care to treat and/or support the treatment of the patients of the 31st Medical Group, Aviano Medical Treatment Facility (MTF) and from this point forward shall be referred to as the Contractor. The MTF intends on the Contractor services, as identified in this SOW, to be performed by a qualified Technical Representative (TR) and the Contractor will conduct that TR work. Performance shall be in accordance to the requirements contained in this document in addition to the professional standards of the Joint Commission and the USAF Medical Services standards. The Contractor is or may be a member of a primary care management team.
1.1. PERSONNEL QUALIFICATIONS
- Advanced degree in accepted field of study from an accredited institution, along with current, valid license and/or certification (as applicable) to practice in field of expertise. Examples include:
- Physician Assistant (PA). PA must have a Master of Physician Assistant Studies degree from a PA educational program accredited by Accreditation Review Commission for the Physician Assistant. Candidate also must hold current certification from the National Commission on Certification of Physician Assistants (NCCPA). Maintenance of required certification is mandatory.
- Nurse Practitioner. Nurse Practitioner must hold a Master’s or Doctoral Degree in Nursing from an accredited institution, as well as a current license to practice nursing in one of the fifty states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands. Candidate also must be certified as a nurse practitioner by a professional organization such as the American Nurses Credentialing Center (ANCC) or the American Academy of Nurse Practitioners (AANP). Maintenance of required licensure/certification is mandatory.
- Minimum of one year of clinical experience.
- Eligibility for privileges and credentialing with Air Force Medical Service, as applicable to field of practice.
- Ability to communicate effectively, both orally and in writing.
SPECIFIC TASKS
- The contractor shall provide outpatient health care to qualifying beneficiaries as scheduled by the Government. Primary responsibilities will be as follows:
- Maintain knowledge of content and intent of DoD and USAF policy regarding deployment health.
- Remain knowledgeable in DoD/Veterans Affairs (VA) Post-Deployment Health Clinical Practice Guideline (PDH-CPG).
- Remain updated on deployment health assessment policy and process guidance provided by DoD and USAF.
- Complete all deployment health clinician training required by DoD and USAF.
- Conduct deployment health assessments both in person with members and over the phone for those geographically displaced, as appropriate to field of practice.
- Interview and assess patients regarding pre-/post-deployment health concerns, and appropriately document all interviews and assessments.
- Assess and treat patients in accordance with DoD/VA PDH-CPG.
- Ensure patients are provided education regarding their individual deployment health concerns.
- Provide patient referrals for specialty care and ensure follow-up.
- Document clinical encounters in patients’ electronic medical records using appropriate deployment health codes. The provider must complete all patient visits (including documentation) scheduled for the day regardless if exceeding the daily hours of operation. The MTF will not schedule more appointments than can be reasonably accomplished in an eight-hour day.
- The contractor may provide health care to qualifying beneficiaries in accordance with the MTF scope of care and the contractor’s own clinical privilege list.
- Care shall include but not be limited to continuing, comprehensive health maintenance and medical care to eligible beneficiaries regardless of sex, age, or type of problem. The contractor will maintain a program of comprehensive health for the family unit, to include preventive medicine, behavioral sciences, and community health. Specific duties include:
- Examination of patients, formulation differential diagnostic plans, defines and orders required diagnostic testing.
- Interpretation of examination findings and test results, and implementation of treatment plans.
- Determines need for consultation and assists in medical care and treatment provided at the direction of other specialists.
- Answering patient telephone consults with the assistance of clinic staff.
- Providing primary and secondary preventive maintenance care.
- The Element Chief/Flight Commander will make specific duties/patient care assignments. All inpatients will be admitted as per the local MTF instructions.
- Be capable of adequately diagnosing and treating a wide range of pediatric and adult acute and chronic diseases and injuries including but not limited to conditions of the:
- Skin
- Pulmonary System
- Head
- Gastrointestinal System
- Eyes
- Musculoskeletal System
- Ears
- Genitourinary System
- Nose
- Reproductive System
- Throat
- Lymphatic System

- Central Nervous System

Have sufficient experience to be able to adequately perform medical procedures to include, but not limited to, the following:
- Basic Life Support
- Advanced Cardiac Life Support
- Pediatric Advanced Life Support
- Simple minor surgical procedures: punch biopsies, excision of skin lesions
- Simple abscess incision and drainage
- Nail trephinations
- Sling or swath injuries
- Suture simple laceration
- Suture removal
- Cryotherapy
- Nebulizer treatment
- Urine catheterization
- Cultures (throat, wound)
- Remove ocular, nasal and ear foreign bodies
- Clearing of ears by flush technique
- Reduce simple dislocations and fractures, when appropriate
- Bandaging of sprains, minor burns, and minor lacerations
- Perform venous punctures for lab studies and interpret results
- Administer intravenous, intramuscular and subcutaneous medications as appropriate
- Stabilize and evaluate cervical spine injuries as appropriate
- Splint and stabilize traumatic injuries to extremities
Ensure a safe work environment and employee safe work habits.Prepare records and reports as required in support of services rendered in accordance with established procedures.Attend and participate in patient care reports, patient care conferences, team conferences, professional staff conferences and other appropriate professional activities only to the extent that such attendance and participation is relative to his/her assigned cases and/or performance of services as determined by the supervisor.Provide credentialed provider support/oversight of medical deployment related issues to include but not limited to DHA, PHA, IMR, deployment processing support, deployment processing lines, etc.; in addition support all public health programs to include but not limited medical standards, animal bites, STIs, etc.Provide credentialed provider support to any deployment line related actions that are tasked by the 31st Fighter Wing to include but not limited to both real world and exercises.
BACKGROUND OF POSITION
1.2.1. The health and well-being of deployers is the cornerstone of our war-fighting capabilities. For this reason, their health is proactively monitored and managed before, during, and after deployment in support of contingency operations. In accordance with Department of Defense (DoD) policy, the Air Force administers several Deployment Related Health Assessments (DRHA) at specific intervals throughout the deployment cycle.
